THE SHARED USE OF RECREATIONAL FACILITIES (SURF )
COMMITTEE WITH THE PARKS AND RECREATION COMMISSIO N
(PRC )
RECOMMENDATIO N
Adopt Ordinance 1574 (2012 Series) repealing Ordinance 906 (1981 Series) and thereb y
consolidating and reorganizing the Shared Use of Recreational Facilities Committee with the Park s
and Recreation Commission .
DISCUSSIO N
On February 21, 2012, as recommended by the Parks and Recreation Commission (PRC) and th e
Shared Use of Recreational Facilities (SURF) Committees, Council approved the consolidation an d
reorganization of the Parks and Recreation Commission and the SURF into one advisory bod y
known as the Parks and Recreation Commission . Council also approved amended and restate d
bylaws for the Parks and Recreation Commission reflecting this consolidation of duties, to becom e
effective following the effective date of the ordinance .
By taking the above recommended action Council will complete the consolidation of the SURF int o
the PRC thereby allowing the PRC to advise the Council on matters of recreational use of schoo l
district properties subject to a joint use agreement .

NUMBER 906 (1981 SERIES) AND CONSOLIDATING THE DUTIES OF THE PARK S
AND RECREATION COMMISSION AND THE SHARED USE OF RECREATIO N
FACILITIES COMMITTEE INTO ONE ADVISORY BODY REFERRED TO AS TH E
PARKS AND RECREATION COMMISSIO N
WHEREAS,the Council of the City of San Luis Obispo in 1981 enacted an ordinance ,
number 906, memorializing the establishment of a committee to advise the Council on matters o f
recreational use of school district properties .
WHEREAS,subsequent to the creation of that committee by ordinance the Counci l
created another advisory body, the Parks and Recreation, with broaderadvisory duties to th e
Council
WHEREAS,the now named Shared Use of Recreational Facilities Committee ha s
struggled over the past years with membership numbers and a narrower focus for its purpose .
WHEREAS,the San Luis Obispo City Council desires to repeal the ordinance creatin g
said shared use committee of recreational facilities so that the duties of that committee may b e
consolidated and reorganized into the Parks and Recreation Commission .
WHEREAS, the City Council of the City of San Luis Obispo on April 3, 2012 conducte d
a public meeting in the Council Chamber of City Hall, 990 Palm Street, San Luis Obispo t o
consider a second reading of the repeal of Ordinance Number 906 of the 1981 Series .
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of San Lui s
Obispo as follows :
SECTION 1 . Ordinance Number 906 of the 1981 Series is hereby rescinded .
SECTION 2 . Chapter 2 .52 of the San Luis Obispo Municipal Code (Joint Recreational
Use of School District Property Committee) is hereby repealed .
SECTION 3 . The duties of the Joint Recreational Use of School District Propert y
Committee, as set forth in Ordinance 906 and Chapter 2 .52 of the Municipal Code, shal l
hereafter be assigned to the Parks and Recreation Commission and may be modified by Counci l
resolution .
