ADVANCED NOTIFICATION OF INTENT TO PURCHASE MOTOROLA
APX 8500 SERIES MOBILE RADIOS FROM MOTOROLA SOLUTIONS, INC.
UNDER MASTER AGREEMENT, MA-IS-2240228
SUBJECT
This letter provides advance notification to the Board that the Los Angeles County
(County) Sheriff's Department (Department) intends to purchase Motorola APX 8500
mobile radios to be installed in the Department's emergency vehicles.
Background
Due to the complexity and effort typically required for the procurement, installation,
training, and maintenance of communications technology equipment, the Department
and its County partners, including the Office of the Chief Information Officer, County
Internal Services Department, County Fire Department, and others, collaborated on
developing standards for the acquisition of such technologies to avoid excessive
material and labor costs incurred by buying multiple platforms of a particular product
type.
In Fiscal Year (FY) 2017-2018, pursuant to a competitive bidding process that included
extensive research and testing, it was determined that the Motorola APX 8000 series
radio, which includes the APX 8500 mobile radio, was the only available product line
that would meet all the Department's performance requirements.

The Department's migration to the Los Angeles Regional Interoperable
Communications System (LA-RICS) has been completed. To ensure operational
continuity and success, the Department must still replace approximately 1,400 existing
mobile radios with LA-RIGS-compatible Motorola APX 8500 radios as soon as possible.
To secure the necessary funding, the Department submitted a request in the FY 2024-
25 Recommended Budget. Subsequently, as part of the FY 2024-25 Adopted Budget,
$8.3 million was approved for the Department to procure 700 of the 1,400 radios
needed.
FISCAL IMPACT/FINANCING
The $8.3 million is allocated within the Department's FY 2024-25 Adopted Budget to
support the purchase and replacement of approximately 700 mobile radios within the
current vehicle fleet.
To finance the separate purchase of approximately 225 additional radios to install in
newly acquired emergency vehicles, the Department will reallocate $2,700,000 of its
existing LAC-CAL Other Charges budget appropriation to its Capital Assets budget
within the first Mid-Year Budget Adjustment.
CONTRACTING PROCESS
The mobile radios are considered a commodity purchase under the authority of the
County Internal Services Department's purchasing agent. The Department will
purchase these radios through the County Contract MA-IS-2240228.
CONCLUSION
Pursuant to Board policy, the Department will proceed with the procurement in
accordance with the current master agreement, unless otherwise instructed by the
Board.
