Subject: Schedule for Council Review of Land Use and Circulation Element
Update
CAO RECONIlM[ENDATION
Direct staff to schedule three special Council meetings on March 22, March 29, and April 26
for consideration of the Land Use and Circulation Element updates.
DISCUSSION
The Planning Commission has concluded review of the Draft Land Use and Circulation
Elements, as well as the corresponding environmental impact report. Staff will return a
legislative draft of the Planning Commission's changes to the Planning Commission on February
23 for the Planning Commission to recommend to the City Council. Consistent with the Master
Schedule for Adopting Revised General Plan Elements (dated 11/12/93), staff anticipates
bringing the updates to the Council for review in March.
The Master Schedule for Adopting Revised General Plan Elements (dated 11/12/93) provides
for three Council meetings during the months of March and April if the updates are to be
adopted in May 1994. Special meetings with agendas dedicated to the updates are recommended
to give the Council an adequate amount of time to take public testimony and discuss the issues.
To facilitate the Planning Commission's review, staff presented specific goals for each meeting
to help insure that sufficient progress would be made at each meeting to adhere to the schedule.
Staff will be prepared to provide objectives for the Council meetings as well.
The Planning Commission's recommendations will be shown in a legislative draft versions of
the Land Use and Circulation Elements. Staff reports will attempt to facilitate consideration of
items for each meeting.

The Council may direct staff to schedule meetings for the Land Use and Circulation Element
updates at alternative times.
