HomeMy WebLinkAbout03/01/1994, C-3 - ELECTRONIC VILLAGE FORUM IIIIB��NIIINIIIIIp�I III f MEEl1N�jG IDI cityo san lugs oBispo744 COUNCIL AGENDA REPORT ITEM NUM6E FROM: John Dunn, City Administrative Officer Prepared by: Lori Atwater, Information S m oor orator SUBJECT: ELECTRONIC VILLAGE FORUM CAO RECOMMENDATION Adopt a resolution endorsing the electronic village concept and co-sponsoring the electronic village forum to support and encourage community electronic communication between the City and community organizations including the County, Cal Poly, private sector, and citizens. DISCUSSION Over the past eight years, the City of San Luis Obispo has become increasingly automated using local area network (LAN) communication to send messages, transfer documents between sites and work collaboratively on projects between departments. This trend will increase with the implementation of a City wide area network next month which will permit communication between City staff at eight locations. Four staff have been issued SLONET accounts as part of an Internet (the nation's information highway) pilot program to determine its benefits to the City. Recently, Council members gained access to City Hall LAN and to CityLink, a remote database maintained by the League of California Cities. Independently, other community organizations have increased their use of communications technology. Cal Poly offers distance learning capabilities to schools throughout the State. San Luis Coastal will provide laptop computers connected to the district network to all teachers permitting electronic mail, research, and course development from their homes. The County has solicited information on ways to electronically connect all of their remote facilities. Cuesta recently gave several administrators access to the Internet for communication with other community colleges. Pacific Bell announced that it will provide all schools, community colleges and libraries in the State with communication links which will permit two-way, interactive video and access to the Internet. In order to educate the community about information technology use, both locally and nationally, and encourage electronic communication between San Luis Obispo community organizations, a conference will be held on March 31st at the Pacific Suites Hotel. Visionary speakers and panelists will discuss the information highway, the development of community computing and the impact of the pressures of the information age on how we do business and the quality of our lives. The Citywill co-sponsor this event and encourage attendance by Council members, staff and citizens. After the conference is over, the City will continue to cooperate and provide information 44- I�� i ��IIIIII�I�in ►I �� city of San Luis OBispo COUNCIL AGENDA REPORT by participating in coalitions and cooperative ventures with other community organizations to provide for the electronic distribution of local government information and programs to other governmental agencies, private sector businesses, educational institutions and citizens within the limitations of our resources. Councilman Bill Roalman has been involved in this effort, which was initiated by the Cal Poly Research Park Committee, and can provide further explanation as you desire. (1994 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ENDORSING THE ELECTRONIC VILLAGE CONCEPT AND CO-SPONSORING THE ELECTRONIC VILLAGE FORUM WHEREAS, the City's mission is to provide quality programs that serve the community and provide each citizen with the opportunity to participate in the life of the City; and WHEREAS, the local, national and global community is developing information networks which permit electronic communication between the private sector, government, education institutions, and citizens; and WHEREAS, the City of San Luis Obispo, County of San Luis Obispo, Cal Poly State University , Cuesta College, County Office of Education, San Luis Coastal Unified School District, and many community businesses have individually identified the need for integrated electronic communication within their environments; and WHEREAS, these organizations desire to develop means of community communication beyond their traditional boundaries; NOW THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo, in cooperation with the County of San Luis Obispo, Cal Poly State University San Luis Obispo, Cuesta College, the County Office of Education, San Luis Coastal Unified School District, and the San Luis Obispo Chamber of Commerce on behalf of the business sector: SECTION 1. The City will co-sponsor with the Chamber of Commerce,Cal Poly and the County of San Luis Obispo an electronic village forum to be held at the Pacific Suites Hotel on March 31, 1994 and will contribute $500 toward the forum and encourage Council, staff and citizen participation. SECTION 2. The City will -within the limits of its own data communication system- include electronic data interchange as an,additional means for providing information to the public. SECTION 3. The City will support cooperative endeavors between business entities, government agencies and educational institutions to conduct business activities using existing communication networks. SECTION 4.
