SUBJECT: Emergency Operations Plan
CAO RECOWAENDATION:
Adopt a resolution approving the Emergency Operations Plan as required by Section 2.24.080 of the
City Municipal Code.
DISCUSSION:
The preservation of life and property is an inherent responsibility of local, State, and Federal
government. The City of San Luis Obispo has prepared this Plan to ensure the most effective and
economical allocation of resources for the maximum benefit and protection of the civilian population
in time of emergency.
While no plan can prevent death and destruction, good plans carried out by knowledgeable and well-
trained personnel can and will minimize losses. This plan establishes the Emergency Organization,
assigns tasks, specifies policies and general procedures, and provides for coordination of planning
efforts of the various emergency staff and service elements. The objective of this Plan is to
incorporate and coordinate all the facilities and personnel of the City into an efficient organization
capable of responding in the event of any emergency.
In September of 1992, the City adopted a Multi-Hazard Emergency Response Plan. That plan has
been incorporated into the new Emergency Operations Plan. Over the summer with the assistance
of the California State Office of Emergency Services, the City's plan was reviewed and updated.
Portions of the new plan are developed in considerably more detail and are meant to be more
administrative in nature. New sections added are as follows:
• Radiological Incidents Not Related To Power Plants
• Civil Disobedience
• Acts of War; National Security Issues
• Public Health Operations
• Care and Sheltering Operations
The City's 1992 Plans are still a valid component of our emergency response guidelines and is
meant to be utilized at a moment's notice. The new plan is more of a legal document. Its detail
and complexity make it a difficult document to use in an emergency situation. Hence, the more
abbreviated 1992 emergency response plans remain in place.
CONCURRENCE:
The Fire Department has worked cooperatively with the California State Office of Emergency
Services, the San Luis Obispo County Office of Emergency Services, the Nuclear Regulatory

ADOPTION OF THE EMERGENCY OPERATIONS.PLAN .
WHEREAS, the City of San Luis Obispo, along with the State and Federal government, has
an inherent responsibility to preserve life and property.
WHEREAS, an.Emergency Operations Plan ensures the most effective and economical
allocation of resources for the maximum benefit and protection of the civilian population in time of
emergency, and
WHEREAS,, Section 2.24.080 of the City's Municipal Code requires the development of an
Emergency Operations Plan, and
WHEREAS, the City of San.Luis Obispo Fire Department has developed such an operations
plan.
NOW,, THEREFORE BE TT RESOLVED, the,City Council of the City of San Luis Obispo
does hereby adopt the Emergency Operations Plan.
