SUBJECT: APPOINTMENT RECOMMENDATIONS
TO THE PLANNING COMMISSION
RECOMMENDATION:
By motion, reappoint Mary Whittlesey to a three year term to expire 3/31/97, and Dodie
Williams to a four year term to expire 3/31/98; appoint Grant Williams to a one year term
to expire 3/31/95, and thank Sandi Sigurdson for her service to the City.
DISCUSSION:
Three terms will expire on 3/31/94: Mary Whittlesey and Dodie Williams, both of whom
reapplied, and Sandi Sigurdson, who chose not to reapply. After advertising and
interviewing all applicants, the Subcommittee is pleased to nominate those listed above.
Applications of the nominees are attached. All others are available in the Council Office
for your review.

WHY I WOULD LIKE TO SERVE ON THE ADVISORY BODY
TO THE PLANNING COMMISSION
T4e .general plan .is. a composite statement of a city's
physical , spatial , economic, and social past, present , and
future. A general plan is also a reflection of a community' s
aesthetic, functional, social, and moral and ethical values.
The physical form and economic functions of a city are
shaped by a broad spectrum of public and private decisions and
actions. •But - if a• livable city is the 'intended outcome of those
decisions and actions, there .must be organized forethought for
the future allocation of the resources required to achieve that
objective. San Luis Obispo' s General Plan is a collective
expression of organized forethought about its economic and
-governmental, functions, aesthetic character, and the moral and
social values it will either discourage and suppress or sanction
and promote.
Because of the emphasis on maximum feasible citizen .
participation in the planning process, the general plan is
arguably the clearest expression of collective decision making
for San Luis Obispo' s economic, physical , and socio-cultural
future. I would like to serve on the advisory body to the
Planning Commission because I subscribe to the view that citizen
involvement in the design and implementation of policies and
plans is essential if the desired future toward which the plans
and policies are aimed is to reflect the needs, wants,
circumstances, and potential of all segments of the community.
I am a new resident of San Luis Obispo who regards himself
as a stakeholder who has both a professional and personal
interest in the work of the Planning Commission. My professional
interest is grounded in the fact that I have extensive experience
as an educator and practitioner in the field of city and regional
planning. My personal interest is a logical extension of my long-
standing. belief that voluntary service to the public sector of
the city in which I reside is part of the working definition of
citizenship and civic responsibility. Moreover, I believe that
new residents should contribute as much as they can as soon as
they can. 'I would, in my- view, be counterproductive for me to
wait severa� years before applying for appointment to a city
advisory body.
