Attached is a listing of those items referred to the staff for further work, complete as of
March 1.
The purpose of today's study session is to review this list with the City Council and to let
you know what we are doing to follow up these items, and to get some sense from you as
to the appropriate priority.
The "starting point" for staff work activities is the Council goals, which in all cases are
augmented by departmental objectives and programs. Additionally, each of the three
appointed officials have our annual objectives reviewed and established by the City Council
and each Department Head has his or her list of objectives which have been developed and
are mutually agreed to with me. Therefore, the Council referral lists are work objectives
which are added to our normal work activities. We attempt to deal with them as rapidly as
possible given the staff resources that are available to devote to them. In the listing some
few of them have been identified as a "LP" (low priority) because, given the other workload
considerations, it just isn't possible to get to these tasks quickly without setting aside
previously-established tasks.
As we have discussed before,while everything is important,particularly to someone, all work
activities should be placed in the larger context of what the City is basically attempting to
do, the need for focus on our truly highest priority activities, and in the reality that only so
many things can be worked on at one time, given budget and staff resource constraints.
After review, if the City Council has any thoughts relative to making certain of these
referrals a higher priority work item, or a lower priority work item, or something that can
be eliminated from the list because it doesn't have majority Council support, this would be
the kind of information we need to know before spending further work time on these items.
Your help on establishing some sense of priority and relevance is very much appreciated.
