LAND USE ELEMENT AND CIRCULATION ELEMENT REVISIONS (JONAS/462 - 3 hrs.) Public hearing to consider revisions to the Land Use and Circulation Elements of the General Plan. ♦ RECOMMENDATION: Direct staff to make appropriate changes to the text and policies of the February 1994 Draft Land Use Element. **JONAS FINAL ACTION_ Continued to 4/5/94 (5-0). ► 16. NON-RESIDENTIAL GROWTH MANAGEMENT REGULATIONS (JONAS/466 - 1 hr.) Public hearing to consider non-residential growth management. ♦ RECOMMENDATION: 1) Specific Limits. Not include explicit limits on non-residential growth rates in the General Plan or existing growth management regulations. Control non-residential growth through requirements for service capacity, specific plan and development plan phasing programs and timing of infrastructure extensions; 2) Jobs/Housing Balance. Revise the February 1994 Draft Land Use Element (LUE) Policy 1.4 to say that the City shall support improving the jobs/housing balance countywide where feasible, but that as the county hub for government, education, transportation, and services, the City's jobs/housing ratio may be higher than the ratio countywide. The City shall minimize the adverse environmental impacts of commuting into the City through design and traffic and air quality control measures consistent with the Environmental Impact Report for the LUE and Circulation Element; 3) Traffic Impacts. As an alternative to mitigating traffic congestion and air quality impacts through jobs/housing balance policies and programs, include in the Airport Area chapter of the LUE a policy to examine the feasibility of a high occupancy vehicle lane on Broad Street between Orcutt Road and the Airport and a policy to require employers in the Airport Area to adhere to a Transportation Demand Management (TDM) program which could include staggered work schedules, variable work weeks, enhanced transit access, and employee incentives to use alternate modes of transportation; and, 2 ' City Council Meeting Monday, March 28, 1994 w 4) Direct staff to revise related General Plan policies as appropriate to be consistent with the Council's decision regarding this issue. LAND USE ELEMENT AND CIRCULATION ELEMENT REVISIONS (File No. 462) A public hearing was scheduled to consider revisions to the Lane Use and Circulation Elements of the General Plan. Arnold Jonas. Community Development Director, Glen Matteson. Associate Planner, and John Mandeville,Long Range Planner, summarized the issues, stating there was a potential policy conflict between non-residential growth limits and the jobs/housing balance. Bann Karlskint.Planning Commission Chair,reviewed the process and objected to the EQTF's version of the draft being entered, as the Planning Commission had not reviewed the document Mayor Pinard declared the public hearing open. Wanda Strassburg President of the Chamber of Commerce, spoke in support of the Planning Commission draft. Jim Seargeant 570 Marsh SL, stated that he was opposed to urban sprawl, and urged a pro-active ` approach to measurable growth. David Garth. 2046 San Luis Drive, stated job provision was part of the quality of life, and stated the Planning Commission draft provided the best balance for planned growth. Christine Peralta, San Luis Obispo, urged adoption of the EOTF version of the draft. Dennis Schmidt. 396 Buckely Rd, urged the Council to remove Froom Ranch from the Irish Hills expansion area. Don Smith. 1111 Vista del Lago, stated the proposed changes to the Land Use Element (LUE) would cause environmental damage. Eric Justasten. 229 High St,asked Council to revise section 1.3.4, allowing development prior to the provision of water sources. Lauren Brown. 7 Chuparrosa, opposed non-residential growth limits, stating It would limit the development of high technology businesses. Maggie Cox.representing San Luis Obispo Manufacturers and Distributors,urged pro-active water and i land policies to encourage companies to expand and relocate in San Luis Obispo. . j LeAnn Hagemaier, 3026 Higuera, requested that sections 7.3 and 7.4 be revised to allow the airport area to be annexed. 8:36 PM Mayor Pinard declared a recess. 8:55 PM Council reconvened, all Council Members preserrL Wanda Strassburg.representing Charlie West of San Luis Sourdough,read a letter urging Council to establish policies that would allow business to grow. Miguel Denoso, California Grower Foundation Agency, opposed policies that forced families to live In specific areas of the City, and stated that blue-collar workers could not afford to live here. Andrew Merriam, 4334 Wavertree, asked for more public Input and time to review the EOTF draft James Merkel. 392 Pismo, supported the EOTF draft Kurt Kuuner. EQTF Chair, stated they had received the Planning Commission draft two weeks ago, and had worked as quickly as they could to deliver an easy to read, dear document. Henry Case.244 Albert Dr.,opposed V levels of traffic service,and asked that growth not be allowed to degrade services. Jack Penrod.63456 Twinbery,Avila Beach,stated his company had 100 employees and they needed ( . clear direction to decide where to expand. John Wallace. 4125 Broad, requested flexible financing plans to allow annexations without major specific plans. Pat Veesart. 976 Buchon, stated blue collar workers could not afford to live in the City and urged policies that maintained resources. Cynthia Boche, 976 Buchon, urged adoption of the EOTF draft. Diane Hull. 4485 Sunflower, stated changes in tax laws prevented high growth rates due to speculation, and urged a balanced approach. Vic Montgomery. 1772 Mill SL, opposed non-residential growth limits. Carla Sanders.San Luis Obispo,reviewed various votes supporting growth limits and supported non- residential growth limits. Orville Osborne, 310 Calle Lupita, urged Council not to expand the Santa Margarita reservoir and to ban building on agricultural land.
