Ordinance No. 1256 given final passage (4-1, AS-no). ► C-3 ZONING TEXT AMENDMENT - PAYLESS STORES (JONAS/463) Consideration of giving final passage to two ordinances to amend the text of the zoning regulations to allow additional uses in the Neighborhood Commercial (C-N) zone; Payless Drugstores Northwest, Inc., applicant. (Continued from 3/15/94.) ♦ RECOMMENDATION: Give final passage to Ordinance Nos. 1257 and 1258, approving changes to Table 9, Uses Allowed by Zones, of San Luis Obispo Municipal Code Section No. 17.22.010, based on findings. FINAL ACTION. Ordinance No. 1257 and Ordinance No. 1258 given final passage (5-0). ► C-4 FLOOD DAMAGE PREVENTION REGULATIONS (McCLUSKEY/597) Consideration of giving final passage to an ordinance amending Municipal Code sections regarding the City's Flood Damage Prevention Regulations. (Continued from 3/15/94.) ♦ RECOMMENDATION: Give final passage to Ordinance No. 1259 amending Sections 17.84.030, 17.84.110, 17.84.130 and 17.84.160 of the City's Flood, Damage Prevention Regulations. FINAL ACTION. Ordinance No. 1259 given final passage (5-0). ► C-5 AMENDMENT TO CONTRACT - WATER TREATMENT PLANT MODIFICATION (MOSS/511) Consideration of Amendment No. 1 to a contract (A-105-92-CC) with Black and Veatch for construction support services for the Water Treatment Plant Modification Project. ♦ RECOMMENDATION: By motion, 1) approve Amendment No. 1 increasing the maximum compensation by $135,000; 2) authorize the CAO to approve use of project contingency funds for additional construction support services should the project completion extend past completion date of July 1994; and, 3). authorize a deductive change order of $154,380 for deletion of the coating of the existing 4.0 million gallon storage tank from the contract with R.P. Richards. 2 Council Agenda Tuesday, April 5, 1994 FINAL ACTION: 1)Approved Amendment No. 1;2)Authorized CAO to approve use of funds;and 3) Authorized change order (5-0). ► C-6 SEISMIC SAFETY ENGINEERING - CITY-OWNED BUILDINGS (McCLUSKEY/701) Consideration of Amendment No. 2 to Agreement A-132-91-CC for Engineering Services on the Seismic Safety Corrections Project with Howard F. Stup & Associates to a) add structural analysis for the Old Carnegie Library, and b) reinstate construction documents preparation for work on the City Hall roof and attic. ♦ RECOMMENDATION: By motion, 1) approve Amendment No. 2, and 2) authorize the Mayor to execute the amendment. FINAL ACTION: Approved Amendment No. 2 and authorized Mayor to execute (5-0). ► C-7 PARK RENOVATION IMPROVEMENT PROJECT (MCCLUSKEY/93-43B) Consideration of plans and specifications for"Park Renovation and Improvement Project: Santa Rosa and Johnson Parks," Specification No. 93-43B estimated to cost $259,000. ♦RECOMMENDATION: By motion,approve plans and specifications,authorize staff to advertise for bids, and authorize CAO to award contract if the lowest responsible bid is within the engineer's estimate. FINAL ACTION: Approved bid solicitation and CAO to award contract (5-0). ► C-8 TRAFFIC SIGNAL UPGRADE (McCLUSKEY/93-54) Consideration of plans and specifications for 'Traffic Signal Upgrade: Marsh at Johnson," Specification No. 93-54 estimated to cost $52,240. ♦RECOMMENDATION: By motion, approve plans and specifications, authorize staff to advertise for bids, and authorize CAO to award contract if the lowest responsible bid is within the engineer's estimate. FINAL ACTION. Approved bid solicitation as amended and CAO to award contract (5-0). ► C-9 BIKE LANE WIDENING PROJECT (McCLUSKEY/93-53) Consideration of awarding a contract for "Bike Lane Widening Project: Madonna Road,° Specification No. 93-53. 4 RECOMMENDATION: By motion, approve and authorize the Mayor to execute an agreement with R. Burke Corporation in the amount of $25,425 for bike lanes on Madonna Road. FINAL ACTION. Approved and authorized Mayor to execute (5-0). 3 _ 1 Council Agenda Tuesday, April 5, 1994 ► C-10 FEDERAL SURFACE TRANSPORTATION PROGRAM (STP) GRANT (McCLUSKEY/542) Consideration of Council support of transportation projects for purposes of applying for Federal Surface.Transportation Program (STP) funding to support the Downtown Multi-Modal Transit Transfer Center. ♦ RECOMMENDATION: Adopt resolution authorizing the application for Federal Surface Transportation Program (STP) funding to support the Downtown Mufti-Modal Transit Transfer Center. FINAL ACTION. Resolution No. 8277 adopted (5-0). ► C-11 LEGISLATIVE PLATFORM FOR 1994 (HAMPIAN/330) Consideration of the 1994 Legislative Action program. ♦ RECOMMENDATION: Adopt resolution establishing legislative priorities for 1994. FINAL ACTION. Resolution No. 8278 adopted (5-0). ► C-12 PRADO ROAD PROJECT STUDY REPORT (MCCLUSKEY/94-08A) Consideration of transferring $37,500 from the balance remaining in the project budget for the Los Osos Valley Road/101 Signal Project to the project budget for the Prado Road Project Study Report (PSR). ♦ RECOMMENDATION: By motion, approve the transfer of $37,500. FINAL ACTION. Approved (5-0). ► C-13 LOCAL AGENCY/STATE MASTER AGREEMENT - BRIDGE REPLACEMENT PROJECT (McCLUSKEY/J-12H) Consideration of a Supplement to the Local Agency/State Master Agreement for Federal-Aid Projects for the 'Bridge Replacement Project: Nipomo Street at San Luis Obispo Creek," City Plan No. J-12H. ♦ RECOMMENDATION: Adopt resolution approving Program Supplement No. 013 to the Local Agency/State Master Agreement for Federal Projects No. 05-5016. FINAL ACTION. Resolution No. 8279 adopted (5-0). ► C-14 JACK HOUSE MAINTENANCE REPAIRS (LeSAGE/897) Consideration of approving the use of $13,000 in savings from a completed Capital Project (Recreation Center Rehabilitation) to fund three maintenance projects at the Jack House: 1) 4 r Council Agenda Tuesday, April 5, 1994 4 installing sewage lateral replacement line, 2) repairing plaster and wallpaper damage, and 3) renovating carriage house roof. ♦ RECOMMENDATION: By motion, approve the use of $13,000 for Jack House maintenance repairs. Approved (5-0). ► C-15 REFINANCING OF 1986 REVENUE BONDS (STATLER/252) Consideration of evaluating the cost effectiveness of refinancing the 1986 Lease Revenue Bonds. ♦ RECOMMENDATION: By motion, direct staff to continue evaluating the cost effectiveness of refinancing the 1986 Lease Revenue Bonds and to return with necessary bond documents for Council approval if this analysis confirms that the City will experience sufficient savings to justify the refinancing. Control non-residential growth through requirements for service capacity, specific plan and development plan phasing programs and timing of infrastructure extensions; 2) Jobs/Housing Balance. Revise the February 1994 Draft Land Use Element (LUE) Policy 1.4 to say that the City shall support improving the jobs/housing balance countywide where feasible, but that as the county hub for government, education, transportation, and services, the City's jobs/housing ratio may be higher than the ratio countywide. The City shall minimize the adverse environmental impacts of commuting into the City through design and traffic and air quality control measures consistent with the Environmental Impact Report for the LUE and Circulation Element; 3) Traffic Impacts. As an alternative to mitigating traffic congestion and air quality impacts through jobs/housing balance policies and programs, include in the Airport Area chapter of the LUE a policy to examine the feasibility of a high occupancy vehicle lane on Broad Street between Orcutt Road and the Airport and a policy to require employers in the Airport Area to adhere to a Transportation Demand Management (TDM) program which could include staggered work schedules, variable work weeks, enhanced transit access, and employee incentives to use alternate modes of transportation; and, 4) Direct staff to revise related General Plan policies as appropriate to be consistent with the Council's decision regarding this issue.
