SUBJECT: Council Support of Transportation Projects for Purposes of
Applying for Federal Surface Transportation (STP) Funding

RECOMMENDATION:Adopt a resolution authorizing the application for Federal STP
funding to support the Downtown Multi-Modal Transfer Center
BACKGROUND
The Federal Surface Transportation Program (STP) will provide funding for a wide variety
of transportation projects. Part of the STP program funding is earmarked for regional
transportation projects. The San Luis Obispo Council of Governments (SLOCOG)manages
the distribution of regional STP funds. The Public Works transit staff will file the application
with SLOCOG for the next round of regionally funded STP projects.
FISCAL IMPACTS
SLOCOG's action on the City's grant application will determine the level at which the grant
will be funded. There is approximately $900,000 in unallocated regional STP funds.
SLOCOG will rank all of the regional applications and approval will be made by the !
SLOCOG Board. SLOCOG staff has not supported full funding in the past for either our
former STP grant funding request, or our Proposition 116 grant funding request.
They have advised us to file a grant application for $400,000 of the funds available, but staff .
does not expect that the City will be approved for the full amount. SLOCOG staff does not
normally recommend full funding of non SLOCOG project funding requests.
Although the Transfer Center is to receive a high priority from former funding cycle Board
direction, SLOCOG has stated that this is not a guarantee that the project will receive
funding. Funding decisions will be based on the project's cost and on the evaluation of
other project submittals.

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO AUTHORIZING THE FILING OF APPLICATION WITH THE SAN
LUIS OBISPO COUNCIL OF GOVERNMENTS, FOR A GRANT UNDER THE
"REGIONAL" SURFACE TRANSPORTATION PROGRAM, AND
AUTHORIZING THE CITY ADMINISTRATIVE OFFICER, OR HIS
DESIGNEE (PUBLIC WORKS DIRECTOR) , TO EXECUTE AND FILE
APPLICATIONS ON BEHALF OF THE CITY
WHEREAS, the Secretary of Transportation is authorized to make
grants for transportation programs of projects and budget;
WHEREAS, the applicant must certify that the requested funds
will be expended within 24 months of the project's scheduled start
date; and
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City
of San Luis Obispo:
SECTION 1. That the City Administrative Officer, or his
designee (Public Works Director) , is authorized to execute and file
applications on behalf of the City of San Luis Obispo with the San
Luis Obispo Council of Governments to aid in the financing of the
planning and capital for the Multi Modal Transit Transfer Center.
SECTION 2 . That the City Administrative Officer, or his
designee (Public Works Director) , is authorized to furnish such
additional information as the San Luis Obispo Council of
Governments may require in connection with the application for the
program of projects and budget.
SECTION 3 . That the City Administrative Officer, or his
designee (Public Works Director) , is authorized to execute grant
agreements on behalf of the City of San Luis Obispo with the San
Luis Obispo Council of Governments for aid in the financing of the
planning and capital of the Multi Modal Transit Transfer Center.
