By motion approve the use of $13 , 000 in savings from a completed Capital Project (Recreation Center Rehabilitation) to fund three maintenance projects at the Jack House : installing sewage lateral replacement line, repairing plaster and wallpaper damage and renovating carriage house roof at the Jack House facility. DISCUSSION Background The Jack House and Gardens became a part of the City of San Luis Obispo City park inventory by grant deed in 1975 . Included in the original dedication was the house, gardens, carriage house and wood shed. Addition of the service buildings was completed in 1982 and interior renovations of the house were completed in 1984 . Since the renovation completion the house has been operated as a living Museum providing nearly 200 hours of tours annually and the Gardens and service buildings are the site of over 55 garden events annually. Several maintenance repairs must be accomplished at the facility which include replacement of the sewage lateral line, plaster repair in the kitchen and reroofing of the carriage house. When the service building was constructed in 1982, waste lines were connected to an undersized backflow check valve which in turn was connected to the existing clay pipe sewage lateral . During garden wedding and social events toilets in the service building back up and overflow. The proposed lateral line replacement will correct the three existing problems which include an undersized and poorly located backflow valve, inadequate slope of the existing sewage lateral and intrusion of tree roots through the joints in the clay pipe lateral . Correcting these problems will involve replacing the old lateral, rerouting the new lateral away from planted areas and installing a larger backflow check valve near the property line away from the service building. This must be accomplished prior to the beginning of reservation season in late April or existing paid reservation dates must be cancelled. Being an old house constructed on a wood foundation the house is prone to continued settling. The continuance of this natural process has caused plaster in the kitchen to crack, buckle and separate from its lath. Repair would entail plastering damaged areas. 111111VI1110111Jcity O� SM LUSS OBISPO Nii% COUNCIL AGENDA REPORT COUNCIL AGENDA (cont'd) Page Two The roofing and sheathing on the carriage house is badly deteriorated. Items stored in the carriage house, including the vintage carriage, are not protected form .the weather elements. Repairs would include removing the old roofing materials, repairing termite damage, replacing damaged sheathing and installing new roll roofing. This item did not come forward during mid-year budget adjustments due to current negotiations between members of the Jack House Committee and Parks and Recreation Department staff, which have focused on transferring the Garden Rental fee revenue deposits from the Jack House Trust Account to the General Fund. • It is anticipated that this will occur by the beginning of the 1994-95 fiscal year. FISCAL IMPACT Staff recommends that the minor building renovations be funded from the Parkland Development Fund which is financed through park-in- lieu fees . An additional appropriation is not required as savings remain in the Recreation Center Rehabilitation Project, which is now complete. Cost Summary Sewage Lateral Replacement $ 51000 Plaster and Wallpaper $ 3 , 000 Carriage House Roof Repair $ 5, 000 Total $13 , 000 CONCURRENCES Jack House Committee and the Public Works Department concur with this recommendation. ALTERNATIVES Defer the renovations . Deferring the renovations would allow deteriorating conditions to persist . Future repairs would be more expensive and affected areas would remain non-functional . Failure to repair the sewage lateral could result in a revenue loss exceeding $15, 000 . e_141 Iz
