CALL TO ORDER A Regular Meeting of the San Luis Obispo Active Transportation Committee was called to order on January 15, 2026, at 6:00 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Chair Otto. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None. —End of Public Comment— CONSENT 3.a CONSIDERATION OF MINUTES – NOVEMBER 20, 2025, ACTIVE TRANSPORTATION COMMITTEE MINUTES Motion By Member Brooks Second By Member Coari To approve the Active Transportation Committee Minutes of November 20, 2025 with the correction to Line 9 - September 20 to November 20. 2 Ayes (7): Member Amos, Member Brooks, Member Coari, Member Levin, Member Mills, Vice Chair Nguyen, Chair Otto CARRIED (7 to 0) 4.BUSINESS ITEMS 4.a 2026 PAVING PROJECT (Traffic Circle at Mill St. and Toro St.) Public Comment: Mike Guetschow Rick Blair William Ferrara Jennifer Collins Chris Sunderland Christiana Murrey Tim and Sharon Watson --End of Public Comment-- Motion By Member Mills Second By Member Brooks The committee recommends to enhance the existing traffic circle with striped crosswalks on all four corners while tracking speed- control adequacy, with the result of a long-term, aesthetically pleasing, well-configured, permanent traffic circle. Ayes (0): Nayes (7): Member Amos, Member Brooks, Member Coari, Member Levin, Member Mills, Vice Chair Nguyen, Chair Otto CARRIED (0 to 7) Motion By Member Amos Seconded By Member Brooks 3 The committee recommends to continue creating a vertical deflection along Mill Street to reduce traffic speeds and for the City to further evaluate implementing a four-way stop or similar traffic control, while looking into adding a painted crosswalk across Mill Street. Ayes (7): Member Amos, Member Brooks, Member Coari, Member Levin, Member Mills, Vice-Chair Nguyen, Chair Otto CARRIED (7-0) Zone 2: Sinsheimer neighbor (Member Levin and Member Mills recused themselves and left the Council Chamber for this portion due to a conflict of interest, 7:52 p.m.) Public Comment: Louise Justice Tony Hertz Lacey Minnick —End of Public Comment— Motion By Member Coari Seconded By Member Amos The committee recommends the proposed pavement plan for Zone 2, with the inclusion of at least two speed-humps between Sinsheimer and Laurel; along Sydney, between Augusta and Johnson. Ayes (5): Member Amos, Member Brooks, Member Coari, Vice Chair Nguyen, Chair Otto (Recluse: Member Levin, Member Mills) CARRIED (5-0) (The committee paused for break and Members Levin and Mills returned to the Council Chamber, 8:21 p.m.) (Reconvened 8:30 p.m.) 4 Zone 3: Meadow Park Public Comment: Dan Demalleville —End of Public Comment— Motion By Member Otto Seconded By Member Amos The committee recommends the proposed plans for Zone 3. Ayes (7): Member Amos, Member Brooks, Member Coari, Member Levin, Member Mills, Vice Chair Nguyen, Chair Otto CARRIED (7-0) Johnson/San Luis Drive Public Comment: None. —End of Public Comment— Motion By Member Coari Seconded By Member Amos The committee recommends the proposed pavement plan for San Luis Drive. Ayes (7): Member Amos, Member Brooks, Member Coari, Member Levin, Member Mills, Vice Chair Nguyen, Chair Otto CARRIED (7-0) San Luis Drive Public Comment: None. —End of Public Comment— Motion By Member Nguyen 5 Seconded By Member Levin The committee recommends staff look into a more robust signalization, a possible roundabout at San Luis Drive and California street through future budget recommendations, and Safe Routes to School efforts. Ayes (7): Member Amos, Member Brooks, Member Coari, Member Levin, Member Mills, Vice Chair Nguyen, Chair Otto CARRIED (7-0) Motion By Member Brooks Seconded By Member Coari The committee recommends a road-diet down to one lane for room for a buffered bike lane along Johnson, between San Luis Drive and Bishop Street. Ayes (5): Member Amos, Member Brooks, Member Coari, Member Levin, Chair Otto Nayes (2): Vice Chair Nguyen, Member Mills CARRIED (5-2) 5.COMMENT AND DISCUSSION 5.a COMMITTEE MEMBER UPDATES Active Transportation Committee members provided a brief update. 5.b STAFF UPDATES Active Transportation Manager Adam Fukushima provided updates on the following topics: 1.Complete Streets Project Status List 2.Higuera Complete Streets 3.Foothill Complete Streets 4.South/King Bld Authorization 5.c FUTURE AGENDA ITEMS 6 Active Transportation Manager Adam Fukushima provided the agenda forecast. 6.ADJOURNMENT The meeting was adjourned at 9:32 p.m. The next Regular Meeting of the Active Transportation Committee is scheduled for March 19, 2026, at 6:00 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo. _________________________ APPROVED BY ACTIVE TRANSPORTATION COMMITTEE: 03/19/2026
