SUBJECT: BIA Facade Enhancement Program
CAO RECOMMENDATION:
By motion receive and file the Business Improvement
Association Facade Enhancement Program and Guidelines.
DISCUSSION:

Background
The Business Improvement Association Board of Directors is
submitting the BIA Facade Enhancement Program Guidelines and
Application to the City Council in order to inform the City
of the requirements for receiving funding. This program was
set up by the BIA as a one time source of funds for BIA
members and property owners wishing to enhance the exterior
of their businesses.
On September 29, 1993, the Business Improvement Association
held a fund raising event, Taste of San Luis, to raise funds
for the establishment of a facade enhancement program.
Twenty eight San Luis Obispo businesses sponsored the event
which a BIA Steering Committee organized. Over 30
restaurants and 10 wineries donated food and beverage to the
event which was a semi-formal dinner attended by over 400
community residents.
The positive public relations generated for the downtown
through this event was a measure of its success. The
cooperation between the BIA and City staff was also
instrumental in creating the event.
With the close of books on Taste of San Luis, a total of
$14,084.75 was raised for facade renovation. The BIA Board
of Directors has been developing the guidelines for the
facade program after researching several other community
facade programs.
The Board will send applications to all BIA businesses in
the next issue of the BIA newsletter and applications will.
also be available through the BIA office. The Telegram
Tribune and New Times will also carry information about
obtaining applications to assure that the application period
is effectively communicated.
All applications must be received by March 1, 1994 for
consideration. Funds will be distributed on a first come,
first serve basis with a limit of $25. 00 per linear front 2

rootage, not to exceed 1%3 of the total cost of the project
to each applicant.
The applicant is responsible for obtaining all City permits
and approvals with in the six month project time frame. The
BIA will review all funded projects at the end of the six
month period (September 1994) to assure that the awarded
projects are complete.
CONCURRENCES:
The staff recommend that this program proceed as described
above. The willingness of the BIA to encourage facade
improvements through a financial incentive is to be
commended.
FISCAL IMPACT:
The funds for the program will be used from the Taste of San
Luis proceeds and require no City funding.

The last table has been put away, the last dish has been washed. The ;!
proceeds from the recent Taste of San Luis fundraising event have been
set aside to provide grants to qualifying Downtown BIA businesses for
facade enhancement and improvement, according to the guidelines
attached and incorporated herein.
In order to qualify, a business must be located in the BIA district, as
defined in Chapter 12.36 of the San Luis Obispo Municipal Code. The
project must encompass exterior improvements within view of the public
right-of-way and must harmonize with the maintenance and
improvements standards of the adjacent properties.
A limited amount of facade enhancement monies are available, and the

program will be discontinued once the funds are exhausted. All BIA
merchants are eligible for the funds. however the program will be
administered on a first-come, first-served basis. Interested parties may I!
apply to the Facade Enhancement Program Committee through the BIA.

The amount of monies available to each applicant will be determined by
a calculation of the linear front footage of the building. Each applicant
will be entitled to a reimbursement of twenty-five dollars ($25.00) per j
linear front foot, not to exceed one-third (1/3) the total cost of the
project, and no reimbursement shall exceed fifteen hundred dollars
($1,500.00).
Applications may be obtained at the BIA office. Deadline for accepting t
applications wilf be March 1, 1994. Should you have questions, please it

FACADE ENHANCEMENT PROGRAM
GUIDELINES
• Business must be located in the boundaries of the Downtown BIA as
set forth in Chapter 12.36 of the San Luis Obispo Municipal Code.
• The program will pay for facade renovation, exterior wall repair and
painting, window replacement or modification and other
improvements that increase the attractiveness of the building.
Projects will be restricted to exterior improvements within the view of
the public right-of-way, encompassing store fronts and entry ways.
Interior improvements are not eligible for the program. All projects
shall harmonize with established city standards and adjacent
properties.
•_ The BIA Facade Enhancement Program Committee will review each
project application and determine if project is within stated rules..
• The BIA will accept applications for consideration on a first-come.
first-served basis. The Facade Enhancement Program Committee will
conduct a review of the applications immediately following the stated
deadline and will grant project approval and allocate reimbursement
dollars at that time.
• The applicant is responsible for obtaining all necessary city permits
and approvals. The Facade Enhancement Program Committee shall
have no responsibility for such permits and approvals.
• All materials and the labor necessary to complete the project must
come from local suppliers and contractors.
• Applicant must provide itemized invoice for materials, cost and labor
expense, clearly defining purveyors. All projects must be paid in full
prior to reimbursement from the program.
• Applicant shall provide proposed start and completion date for the
project.
• The proposed project should be complete. The project should not be
part of a staged refurbishment, and must be completed within six (6)
months from the date application is approved by the Facade
Enhancement Program Committee.
• This program, at this time, is a one time grant.
