SUBJECT: Park Renovation and Improvement Project, Santa Rosa and Johnson
Parks, Specification No. 93-43B.
CAO RECOMMENDATION:
By motion, 1) approve plans and specifications for "Park Renovation and Improvement
Projects, Santa Rosa and Johnson Parks, Specification No. 93-43B"
2) authorize staff to advertise for bids
3) authorize the CAO to award the contract if the lowest responsible bid is
within the Engineer's Estimate
DISCUSSION:
In November 1993, the City contracted with RRM Design Group to design renovations and
improvements for five parks: Santa Rosa, Johnson, Meadow, Throop, and Laguna Lake. RRM
has consulted closely with the Architectural Review Commission and the Parks and Recreation
Commission to establish a consensus of design direction for each park. Construction documents
are completed for Santa Rosa Park and Johnson Park, and construction documents for the
remaining three parks should be completed by mid-April 1994.
Santa Rosa Park Renovations and Improvements
■ Consolidating all play areas and relocating them next to existing restrooms and picnic
areas to enhance safety and supervision
■ Installing security fencing,curbing, safety surfaces, drainage,irrigation, low-maintenance
landscaping, and new playground equipment which complies with accessibility and safety
guidelines
■ Installing benches and picnic tables
■ Connecting all facilities with accessible paths and planting shade trees
■ Installing about 270 lineal feet of curb, gutter, sidewalk, and retaining wall along
Montalban Street to prevent erosion and protect pedestrians from traffic
■ Creating a sensory garden with fragrant plants
■ Removing the deteriorated amphitheater, installing small group picnic area and creating
a new park entrance
Johnson Park Renovations and Improvements
■ Relocating play area and buffering them from the creek and from vehicle traffic
■ Installing curbing, safety surfaces, drainage, irrigation, low-maintenance landscaping,and
new playground equipment which complies with accessibility and safety guidelines
■ Linking Augusta Street and Southwood Drive with a bike path

Project Timing
A grant from the California Wildlife, Coastal, and Park Land Act of 1988 will pay for a portion
of the playground renovations included in this project. To receive this money, the City must
have the construction contract awarded and underway by June 30, 1994.
CONCURRENCES:
The Parks and Recreation Commission and the Architectural Review Commission have approved
the conceptual project plans. Community Development Department has granted this project a
categorical exemption.
The Bicycle Transportation Plan recommends construction of a Class I bike path to connect
Augusta Street and Southwood Drive. Building this bike path in conjunction with the park
renovations will save money and preclude future disruption.

Project Budget - Park Renovations
Two related projects were budgeted in the 1991/93 Financial Plan (pages E-9, E-20, and E-21):
playground improvements and expansion at $191,000 and park renovations at $279,000.
Portions of these two projects were combined with other projects to form one large park
renovations project in the 1993/95 Financial Plan (pages E-8 and E-21). The current
appropriation for the park renovations project is $431,000 — $361,000 from prior years and

$70,000 from 1993/94 — from the parkland development fund. An additional $429,000 is
scheduled for appropriation in 1994/95, and provide enough money to complete the other
planned park renovations.
The current status of the project budget is:

Money for the bike path will come from the bikeway improvements project budget, which has
