HomeMy WebLinkAboutItem 5c - Declaration of Surplus Equipment and Authorization for Sale (Utilities) Item 5c Department: Utilities Cost Center: 4001, 5008, 6003 For Agenda of: 5/19/2026 Placement: Consent Estimated Time: N/A FROM: Aaron Floyd, Public Works & Utilities Director Prepared By: Shane Whittington, Utilities Business Manager SUBJECT: DECLARATION OF SURPLUS EQUIPMENT AND AUTHORIZATION FOR SALE (FLEET MAINTENANCE, OFFICE, AND WATER TREATMENT ASSETS) RECOMMENDATION Adopt a resolution declaring the listed equipment as surplus and authorizing staff to sell the equipment in accordance with City policies. POLICY CONTEXT Charter Section 906 states that “The City Council, by ordinance or resolution, shall adopt policies and procedures that shall be applicable to the sale or lease of City proper ty.” On January 20, 2009, the City Council adopted policies and procedures governing the disposition of surplus City property through Resolution No. 10052, as reflected in Sections 480-A and 480-B of the Financial Management Manual. Consistent with these policies, the items identified in this report are no longer needed for City operations and are recommended for designation as surplus. Several items have an estimated value exceeding $1,000 and therefore require City Council approval by Resolution (Attachment A) prior to sale. DISCUSSION Background The City has established policies and procedures governing the designation and disposal of surplus property. This report identifies items from the Community Development and Public Works and Utilities Departments that are no longer needed, retain value, and require City Council approval prior to sale. Surplus Items The items being requested for surplus designation are summarized in Table 1 below. Photographs and brief descriptions of these items are provided in Attachment B. Page 21 of 415 Item 5c Table 1. Item for Surplus Designation These assets include approximately $10,750 in fleet maintenance equipment and $2,450 in office equipment. The four water treatment assets have an indeterminate market value due to their specialized applications, system compatibility considerations, and regulatory requirements in California. CONCURRENCE The City’s Finance Department concurs with the staff recommendation. PREVIOUS COUNCIL ACTION On September 19, 2023, the Public Works and Utilities Department brought Item 6c to Council for disposing of surplus assets. Council approved this item. Staff anticipates the sale of these surplus items will generate approximately $13,200 in General Fund revenue. The water treatment assets have an indeterminate market value. Consequently, the amount of revenue to be generated for the Water Fund is uncertain. ALTERNATIVE Deny surplus designation and sale. The City Council could reject the proposed surplus designation and direct staff to retain the items. The identified items are no longer needed for City operations. If the Council rejects the proposed surplus designation, then the items would be retained in storage with no identified use. ATTACHMENTS A – Draft Resolution Declaring Certain City Property as Surplus and Authorizing Its Sale B – Surplus Asset Photographs and Descriptions Page 23 of 415 Page 24 of 415 R ______ RESOLUTION NO. _____ (2026 SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, DECLARING CERTAIN CITY PROPERTY AS SURPLUS AND AUTHORIZING ITS SALE WHEREAS, on January 20, 2009, the City Council adopted policies and procedures governing the disposition of surplus City property through Resolution No. 10052, as reflected in Sections 480-A and 480-B of the Financial Management Manual; WHEREAS, the equipment identified in this report is no longer needed for City operations, retains value, and, in certain instances, requires City Council approval prior to sale in accordance with City policies. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that the equipment identified in Table 1 attached as Exhibit A. Item for Surplus Designation is hereby declared surplus, and staff is authorized to sell such equipment in accordance with City policies. Proceeds from the sale of surplus items will be returned to the originating funds (General Fund and Water Fund).
