♦ RECOMMENDATION: By motion, find that there are no unmet transit needs based on
Council-adopted criteria.

► C-6 THURSDAY NIGHT ACTIVITIES (BLOCK/471)
Consideration of three minor modifications to the BIA's Thursday Night Farmers' Market Rules
and Regulations.
♦ RECOMMENDATION: Adopt resolution approving amendments.
FINAL ACTION. Adopted Resolution No. 8282 (4-0-1, PR-abs).
► C-7 1994 BICYCLE LANE STRIPING PROJECT (McCLUSKEY/94-18)
Consideration of"1994 Bicycle Lane Striping Project," Specification No. 94-18, estimated to cost
$240,225.50 including contingencies. (Plans and specification are available in the Council Office
for review.)
♦RECOMMENDATION: By motion, approve plans and specifications, authorize staff to advertise
for bids, and authorize CAO to award contract if the lowest responsible bid is within the
engineer's estimate.
FINAL ACTION. 1) Approved excluding Johnson Avenue (4-0-1, PR-abs); and 2) directed staff
to re-examine the alternatives for the Johnson Avenue Underpass and outer Johnson Avenue,
and bring back to Council on 6/7/94 (3-1-1, BR-no, PR-abs).
► C-8 FINAL ACCEPTANCE OF FACILITIES IMPROVEMENTS (MOSS/R-28S)
Consideration of accepting completion of the "Unit 3 Water Reclamation Facilities Improvements
Project," City Plan R-28S, and recording Notice of Completion.
♦ RECOMMENDATION: By motion, accept completion and direct City Clerk to record the Notice
of Completion within five days of acceptance.
FINAL ACTION. Approved (4-0-1, PR-abs.)

► C-9 RECREATION FACILITIES STUDY (JONAS/LeSAGE/801)
Consideration of a status report on Community Recreation Facilities Study and General Plan
Parks and Recreation Element update.
♦ RECOMMENDATION: By motion, defer further work on the Community Recreation Facilities
Study until upcoming work on the Park and Recreation Element update indicates that completing
the study will be beneficial.
FINAL ACTION: Deferred (4-0-1, PR-abs).
► C-10 TOBACCO CONTROL INITIATIVE (HAMPIAN)
Consideration of opposing the California Uniform Tobacco Control Initiative which would prohibit
local controls on tobacco and replace local anti-smoking ordinances with a weak statewide anti-
smoking law.
♦ RECOMMENDATION: Adopt resolution opposing the California Uniform Tobacco Control
Initiative.
FINAL ACTION. Adopted Resolution No. 8283 (4-0-1, PR-abs).
► C-11 LEAVE OF ABSENCE - PCC COMMITTEE MEMBER (GLADWELL/123)
Consideration of granting a leave of absence to Dianne Long, Promotional Coordinating
Committee Member, for the months of April, May and June.
♦ RECOMMENDATION: By motion, approve leave of absence.
FINAL ACTION. Approved (4-0-1, PR-abs).
► C-12 PARK RENOVATION PROJECT (McCLUSKEY/93-43C)
Consideration of "Park Renovation Project - Meadow, Throop and Laguna Lake Parks,°
Specification No. 93-43C, engineer's estimate $352,000 including contingencies. (Plans and
specifications are available in the Council Office for review.)
♦ RECOMMENDATION: By motion, 1) approve specifications; 2) authorize staff to advertise
for bids; 3) CAO to award a contract if the lowest responsible bid is less than the engineer's .
estimate; 4) appropriate $60,000 of approved grant revenue to park renovations project; and,
5) appropriate $276,000 from the parkland development fund to the park renovations project
budget.
FINAL ACTION. Approved (4-0-1, PR-abs).

Public hearing to consider a tentative map for Tract 2154 (TR 10-94) to create an eight unit
residential condominium (planned unit development) on the north side of Foothill Boulevard (680
Foothill Blvd.) west of Ferrini Road; Richard H. Porter, applicant. (Continued from 4/5/94.)
+ RECOMMENDATION: Adopt resolution adopting the Negative Declaration and approving the
tentative map, subject to findings and conditions as recommended by the Planning Commission.
*JONAS FINAL ACTION. Adopted Resolution No. 8285 accepting tract map and ask ARC to look into the
rear wall (4-0-1, PR-abs).
► 2. REVISED BANNER POLICY (McCLUSKEY/805 - 30 min.)
Public hearing to consider revising the banner policy to eliminate all banners at Mission Plaza,
provide a broader definition of events and limit banners to the announcement of events only.

► 3. TENTATIVE MAP - SERRANO WAY (JONAS/411 - 20 min.)
Public hearing to consider a tentative map creating three lots from one lot at 539 Serrano Way,
with an exception to the subdivision standards for lot design (MS 17-94; SLO 94-019); Don
Koberg, subdivider.
♦ RECOMMENDATION: Adopt resolution (#1) granting approval of tentative map.
*JONAS FINAL ACTION. Adopted Resolution No 8286 amended to delete Condition #11 (40-1, PR-
abs).
► 4. POWER BLOWER REGULATIONS (JONAS/703 - 30 min.)
Public hearing to consider amendments to the noise regulations, restricting hours of operation
of power blowers in residential and non-residential zones, and review of a draft education
program to inform landscape maintenance workers of appropriate use of blowers.
♦ RECOMMENDATION: 1) Pass ordinance to print amending the noise regulations to limit hours
of operation of power blowers; and 2) review and comment on educational program and direct
staff to work with California Landscape Contractors' Association to refine and implement the
program, and to report on progress periodically.
**JONAS FINAL ACTION.
1) Introduced to print Ordinance No. 1261 amending the hours of operation (3-1-1, DR-no, PR-
abs);
2) Directed staff to bring back proposed limits for gas powered blowers and the potential
phased sunset of power blowers at the first meeting in September (general consent); and
3) Accepted educational program to review in September (general consent).

Public hearing to consider a correction to the sign ordinance adopted on February 1, 1994 to
include amendment made at the ordinance's introduction on January 18, 1994.
♦RECOMMENDATION: Pass ordinance to print with correct amendment to sign regulations and
rescinding Ordinance No. 1253.

► 6. ORCUTT ROAD SETBACK LINE AMENDMENT (McCLUSKEY/537 - 30 min.)
Public hearing to consider adopting a revised setback line for Orcutt Road, between Broad Street
and the SPRR, and limiting vehicular access to two locations on the south side of Orcutt Road,
between Broad Street and the SPRR.
♦ RECOMMENDATION: By motion, adopt Negative Declaration on Environmental Impacts and
pass ordinance to print (#1) adopting a revised setback line; and 2) pass ordinance to print (#2)
limiting vehicular access to two locations on the south side of Orcutt Road.

► 7. LOCAL AREA FORMATION COMMISSION (LAFCo) MEETING (DUNN - 15 min.)
Consideration of clarification of Nacimiento allocation and other issues related to the potential
annexation of the Airport Area.
♦ RECOMMENDATION: 1) Consider options with respect to the Nacimiento-County Area (CSA)
22 water allocation issue, and establish a position that the City retain the allocation for CSA 22,
but agree to transfer the allocation to CSA 22 in the future, with reimbursement to the City for
costs incurred to that point if the property owners choose not to annex; and, 2) provide further
direction on other issues related to the annexation of the Airport Area, as desired.

CSA-22 (general consensus).

Public hearing to consider amendments to the noise regulations, restricting hours of
operation of power blowers in residential and non-residential zones, and review of a draft
education program to inform landscape maintenance workers of appropriate use of blowers.
♦ RECOMMENDATION: 1) Pass ordinance to print amending the noise regulations to limit
hours of operation of power blowers; and 2) review and comment on educational program
and direct staff to work with California Landscape Contractors' Association to refine and
implement the program, and to report on progress periodically.
► 5. SIGN ORDINANCE CORRECTION (GLADWELL/424 - 5 min.)
Public hearing to consider a correction to the sign ordinance adopted on February 1, 1994 to
include amendment made at the ordinance's introduction on January 18, 1994.

Consideration of clarification of Nacimiento allocation and other issues related to the potential
annexation of the Airport Area.
♦ RECOMMENDATION: 1) Consider options with respect to the Nacimiento-County Area (CSA)
22 water allocation issue, and establish a position that the City retain the allocation for CSA 22,
but agree to transfer the allocation to CSA 22 in the future, with reimbursement to the City for
costs incurred to that point if the property owners choose not to annex; and, 2) provide further
direction on other issues related to the annexation of the Airport Area, as desired.
