SUBJECT: Park Renovation and Improvement Project, Meadow, Throop and Laguna
Lake Parks, Specification No. 93-43C
CAO RECOMMENDATIONS:
By motion,
1) approve plans and specifications for "Park Renovation and Improvement Projects,
Meadow, Throop and Laguna Lake Parks, Specification No. 93-43C"
2) authorize staff to advertise for bids
3) authorize the CAO to award the construction contract if the lowest responsible bid is less
than the engineer's estimate
4) appropriate $60,000 of approved grant revenue to the park renovations project
5) appropriate$276,000 from the parkland development fund to the park renovations project
budget
DISCUSSION:
In November 1993, the City contracted with RRM Design Group to design renovations and
improvements for five arks: Santa Rosa, Johnson, Meadow
p p Throop, and Laguna Lake. RRM �
has consulted closely with the Architectural Review Commission and the Parks and Recreation
Commission to establish a consensus of design direction for each park. On April 5, 1994 the
Council approved plans and specifications for Santa Rosa and Johnson Parks. Plans and
specifications are now also completed for Meadow, Throop and Laguna Lake Parks.
Meadow Park Renovations and Improvements
■ Install security fencing, curbing, safety surfaces, drainage, irrigation, and low-
maintenance landscaping in the playground areas
■ Install new playground equipment which complies with accessibility and safety guidelines
■ Connect upper and lower playground areas with stairs and ramps
■ Install benches and picnic tables
■ Link all facilities with accessible paths
■ Consolidate and renovate volleyball courts
■ Relocate and renovate horseshoe pits
■ Renovate the basketball court and provide seating

Throop Park Renovations and Improvements
■ Relocate the play area away from the parking lot
■ Install curbing, safety surfaces, drainage, irrigation, low-maintenance landscaping, and
new playground equipment which complies with accessibility and safety guidelines
■ Install new picnic tables and benches
■ Provide accessible pathways to the playground and picnic area
■ Construct an asphalt parking lot and correct drainage
Laguna Lake Park Improvements
■ Make minor modifications to existing play equipment and provide proper surfacing to
comply with accessiblity and safety guidelines
■ Repave pathways along the Madonna Road frontage
Project Timing
A approved grant from the California Wildlife, Coastal, and Park Land Act of 1988 will pay for
a portion of the playground renovations included in this project. To receive this money, the City
must have the construction contract awarded and underway by June 30, 1994.
CONCURRENCES:
The Parks and Recreation Commission and the Architectural Review Commission have approved
the conceptual project plans. Community Development Department has granted this project a
categorical exemption.
FISCAL IMPACTS:
Project Cost
Cost Estimate $326,500
Contingencies - 8 percent 25.500
Total Engineer's Estimate: $352,000
Several bid alternates are included in the plans and specifications. Should bid prices come in
too high, staff may recommend eliminating some of the alternate work to reduce the contract
cost.

Project Budget for 1993/94
Two related projects were budgeted in the 1991/93 Financial Plan (pages E-9, E-20, and E-21):
playground improvements and expansion at $191,000 and park renovations at $279,000.
Portions of these two projects were combined with other projects to form one large park
renovations project in the 1993/95 Financial Plan (pages E-8 and E-21). The current
appropriation for the park renovations project is $431,000 ($361,000 in prior years and $70,000
in 1993/94) from the parkland development fund. An additional $429,000 is scheduled for
appropriation in 1994/95. Also, the $60,000 of grant revenue still needs to be budgeted and
appropriated. Staff is requesting an appropriation of$336,000 to cover all estimated remaining
outlays on projects which will start during 1993/94. $60,000 of this total would come from the
grant revenue, and the remaining $276,000 would come from an advance on the appropriation
scheduled for 1994/95. Such an appropriation would be consistent with the purposes and
objectives of the two-year financial plan. The total project budget through 1993/94 would then
look like this:

Project Budget for 1994/95
The $429,000 appropriation scheduled for 1994/95 would be reduced by the $276,000 advance.
The revised appropriation for 1994/95 would then be $153,000, which would cover estimated
construction costs at Mitchell, Sinsheimer, and Laguna Hills Parks.
