McCluskey, Director of Public Works Prepared by: Harry Watson, Transit Manager SUBJECT: Unmet Transit Needs Hearing findings. CAO RECOMMENDATION: Based on Council adopted definition criteria, find that there are "No unmet transit needs". DISCUSSION: Background On March 1, 1994, Council took public testimony on Unmet Transit Needs, and adopted definitions of "Unmet Transit Need" and " Reasonable to Meet". Staff was directed to analyze each request for transit service to determine if any meet the City adopted definitions "reasonable to meet" and "unmet transit need". Results of testimony Forty requests were received from the public hearing, telephone and mail. By category, the requests were: fourteen requests for increased frequency, twelve requests for later evening and more weekend service, three request for more routes and six miscellaneous requests. The requests met the "unmet" criteria, but did not meet the "reasonable" criteria due to insufficient numbers per category. Fifteen was the minimum number of requests as adopted by the Council. System expansion will be the subject of a future agenda item as it relates to the Council adopted Short Range Transit Plan, and funding available to support the expansion. This future agenda item will deal with route frequency, available rolling. stock and service "winners and losers". Any service expansion discussion might best be reserved for this future agenda item. This item should be in front of the Council in May. The five requests for airport service are not reasonable to meet because the airport is not in the City limits and we are not required to provide service outside .of our political boundaries. FISCAL IMPACT: As no service changes are a direct result of this "Unmet Transit Needs" and 'Reasonable to Meet" process, there is no fiscal impact. attachment - Results of Testimony List of requests received J-6- UNMET TRANSIT NEEDS HEARING TELEPHONE AND WRITTEN REQUESTS Name Request W. Wright Laguna Middle School & SLO High school need more service. D. Kries More service (frequency & Hours) Madonna area. G. Perry More frequent service, later hours. J. Dorman More frequency. P. Pace More routes and have them connect all over town. J. Feria Later service for more parts of town. D. Jung Better frequency Babcock 1/2 hour service every where, every day.
