SUBJECT: 1994 Bicycle Lane Striping Program (City Plan No.94-18)
CAO RECOMMENDATION: By motion, approve plans and specifications and authorize the
CAO to award a contract if lowest responsible bid is within
Engineer's estimate.
DISCUSSION
This project includes the installation of Class II bicycle lanes along segments of Chorro, Santa Rosa,
California, Johnson, Orcutt, Southwood and South Higuera Streets, and along the entire length of
Marsh Street and Laurel Lane. The location and type of bicycle lanes are consistent with the
Bicycle Transportation Plan (adopted October 27, 1994). City Council agenda reports that evaluated
the Bicycle Plan included extensive discussions of these bike lane projects.
Approximately 4.6 miles of bicycle lanes will be installed within a 60 days contract period with
contracts awarded in May/June, 1994.
ENVIRONMENTAL STATUS
These projects are consistent with specific provisions of the adopted Bicycle Transportation Plan
which was granted a negative declaration. No additional environmental clearances are required.
FISCAL IlVIPACTS
Project costs are as follows:
Engineer's Cost Estimate $225,225.50
Contingencies $ 15,000.00
TOTAL PROJECT COSTS $240,225.50
The City has.the following secured revenue sources to cover the cost of this project:
Unexpended City Capital Funds $141,000
Earmarked for Bike Projects (General Fund)
Approved State Highway Account (1993/1994) $140,000
Funding (SLOCOG Approved Project SLO-1)
TOTAL FUNDS AVAILABLE $2819000
Existing secured funding sources will fully cover the cost of this project.
PLANS AND SPECIFICATIONS are available in the City Council office for review.

RE: Bike lanes , Johnson Avenue
It has come to our attention that on April 19 , 1994 ,
the City Council is scheduled to approve plans , authorize
bidding, and a staff award of a future contract for the
work to reduce both inbound and outbound traffic lanes of
Johnson Avenue at the railroad underpass to one lane from
present two . This matter was publicized last fall . We
expressed our concern and opposition to this project , to
which your public works director responded, and we offered
our rebuttal .
In addition, we were advised just today of the related
plan to reduce traffic lanes on Johnson Avenue from Ella to
Orcutt Road to one lane each direction to create bike lanes .
In contrast to the lane reduction at the underpass , this
matter was not much publicized, thus came as an utter
surprise .
We do not know how many of you Council members use
Johnson Avenue daily and are cognizant of its perpetually
congested condition, significantly worsened over the past
several years due to new residential developments toward
Orcutt Road and beyond, and more recently to opening of
the shopping center at Johnson and Marsh. Recent roadwork
at Pismo and Johnson exacerbated the congestion, and we
experienced a significant degree of difficulties .
While we maintain our concern and opposition to the
lane reduction at Johnson underpass , we are appalled by
the newly broken news of lane reduction on Johnson from
Ella to Orcutt . Parenthetically, your attention is
directed. to Foothill Boulevard *.•There 2 lanes become 1 at
Tassajara. There , vehicles speeding to make lane change
pose a major threat . We know this as we pass that inter-
section in our daily commute to work. We certainly do not
want this to happen at Ella and Johnson.
From the foregoing, we respectfully urge the City
Council not to take action on these matters hastily, but
observe the congested condition yourselves, and allow ample
time for public input , on the risk of the lane reduction in
light of the recent increase in congestion on Johnson Avenue,
not only at the underpass , but between Ella and Orcutt .
This is especially true for the latter, which struck, at
least us , as a complete surprise .

from Council Member Penny Rappa modified to read "a high priority'; motion carried (5-0).
COMMUNICATIONS
COMMA. Council Member Romero requested reconsideration of bicycle lanes at Johnson
underpass (consensus not reached).
COMM.2. Council Member Settle requested signalization of intersection at Grand Avenue and
Slack Street; item will be analyzed with the CIP program.
COMM.3. Council Member Romero discussed the request from Sam Blass, Mexico, for a sister
city relationship.

10:25 p.m., Mayor Pinard reconvened the meeting; all Council Members present.
Council discussed the Johnson Avenue bike lanes.
Moved by Roalman/Settle that Council approve the staff recommendation to put bike lanes on both
sides of Johnson Avenue between Pismo and Marsh with parking removal on the west side,bike lanes
on both sides of the street from Marsh to Monterey with no parking removal, and on both sides of
Johnson between Buchon and Pismo with parking removal; motion carried (4-1, Mayor Pinard voting
no).
Moved by Roalman/Settle that Council go with the configuration proposed by staff which is a three-
lane solution, one lane coming down under the railroad underpass; motion carried (3-2, Romero and
Rappa voting no).
Council Member Romero stated that he opposed the above motion because it would create serious
congestion on Johnson Avenue approaching the underpass and would create an unsafe condition for
bicyclists in the bike lane approaching the underpass.
Council Member Rappa stated that she concurred with this statement.
Jeff Jorgensen, City Attorney, stated that comments made during the public comment portion of the
meeting related to the death of the bicycle rider was the subject of litigation and that any assertions
made that the accident was caused by an obstruction are not substantiated by any evidence at this
point, and are merely an assertion or speculation.
Council Member Rappa asked staff to work with the School District to mitigate the hazards created
by the eight driveways going into San Luis High School along a marked bicycle route on San Luis
Drive between Johnson and California. (General consent.)
Council next discussed North Broad Street as a bicycle boulevard.
Moved by Romero/Roalman not to create a bicycle boulevard on North Broad Street; motion carried
(5-0).
Council discussed the plan for bicycle lanes on Chorro Street.
Moved by Roalman/Raona that the Chorro Street bike lanes be adopted; motion was rejected (2-3,
Council Members Romero, Settle and Mayor Pinard voting no).
Jeff Jorgensen, testifying as a private citizen and a resident of 369 Chorro Street, said the problem
with the livability of Chorro Street as a neighborhood was traffic volume and traffic speed and said
he would be open to the idea of removing parking and having a bike lane if it was coupled with
effective means of diverting some of the traffic volume and slowing down the speed.
Moved by Pinard/Roalman that when the Circulation Element is returned to the City Council it include
an exploration of diverting traffic from Chorro Street back to Santa Rosa Street and that this would
have Planning Commission input; motion carried (5-0).
Moved by Pinard that a clear policy be developed for residential areas where the roadway is not wide
enough to accommodate bike lanes, parking and moving traffic. Motion died for lack of a second.

1. DRAFT BICYCLE TRANSPORTATION PLAN (File No. 462)
Council considered the Draft Bicycle Transportation Plan (continued from 8/31/93).
Mike McCluskey, Public Works Director, reported on staff's analysis of the public testimony received
on August 31, 1993.
Although the public hearing on this issue had been closed on August 31, Mayor Pinard opened the
floor for public comment.
Georgia Sanford.2027 Swazey Street,asked Council to consider bicycle riders with trailers and small
children on board as they evaluated the bike plan.
Sharon Sutliff, 1227 Sydney, spoke in support of the Johnson Avenue bike lanes.
Margaret Androwski, spoke of her son, Michael Androwski,who was killed while riding his bicycle on
Johnson Avenue and said she felt it would not have happened if there had been a bike lane on
Johnson Avenue.
Mayor Pinard closed the public hearing.
Council Members asked staff to respond to general questions regarding the overall plan, including
definition of a "bike boulevard,° how funding levels for each phase of the plan had been arrived at,
how the railroad bicycle path would be acquired,bicycle ridership demographics,linkage between the
three classes of routes, how much parking would ultimately be lost, and the effect upon the character
of neighborhoods. The "slow streets" concept was briefly reviewed.
Council discussed the Marsh Street plan and the Pacific Street alternative proposed by the
BIA/Chamber/Sierra Club coalition.
Moved by Romero/Raaaa that the Bicycle Committee be given six months to study the
BIA/Chamber/Sierra Club Coalition's Pacific Street alternative and that staff review the possibility of
narrowing the traffic lanes on Marsh Street and come back with that report; motion was rejected (2-3,
Council Members Roalman, Settle and Mayor Pinard voting no).
Moved by Roalman/Settle to direct staff to proceed with the design of Marsh Street contingent upon
the determination of the street's actual width and evaluation of potential for a single six-foot lane,that
staff work with the BIA Parking Committee to identify ways to minimize potential parking impacts on
Marsh Street, and that the Bicycle Committee be directed to continue working with the
BIA/Chamber/Sierra Club Coalition to explore Pacific Street as a future bicycle route. The design for
the Marsh Street lanes to be brought back at the next available meeting; motion carried (5-0).
Mayor Pinard asked for Council concurrence that parking is a high value in the downtown and that
as decisions are made to keep this as a primary focus and that parking loss should be kept to the
very minimum. (General consent.)

Telegram-Tribune articles, dealing with bice cle paths, to my
recollection, make no mention of automobile-bicycle traffic counts,
either before or after a path is installed by the city.
May I make two suggestions: (1) If traffic counts do exist, future
newspaper reports should include those numbers to fully inform the
public; (2) If annual counts are not planned, they should be to
provide meaningful analysis data for public information and for
engineering design work.
Computer traffic modeling, if it were applied in the analysis of the
Johnson Avenue Underpass plans, would be more accurate with
actual rather than interpolated bicycle traffic data.

I 'm a bicyclist. I ride about 1,000 miles a year and use my
bike to commute to work four days a week.
I don't agree with the present trend of removing auto lanes
to provide more bicycle lanes. The extensive work done to
add the bike lanes on Higuera just past Marsh Street is
simply not utilized by bikes and impedes traffic flow.
I'm strongly against adding .bike lanes on Johnson Ave as is
proposed from the underpass up the hill! To reduce the
number of lanes through the underpass from 3 to 2 would be a
mistake. (I frequently bicycle both directions under the
undorpoca and don't believe it to be eopoeially hazardouc.
Coming down the hill the bike speed is nearly equal to the
car traffic and going up the hill there already is a bike
lane_ )
I urge you to vote no on bike lance on Johnoon and to ucc
caution on approving any bike lanes that are built at the
expense of car lanes.

Dear Mayor Pinard:
I regret that a previous commitment will prevent me from attending the City Council
meeting on Tuesday April 19. Therefore I am writing this letter to share with you a
concern of mine relative to the Bicycle Transportation Plan.
For the record, I am a bicycle enthusiast and applaud our efforts to make this a more
bicycle friendly town. I am also a home owner on Johnson Avenue and I also utilize
my automobile for a variety of transportation requirements, when biking is not
appropriate or desirable.
It is not conceivable to me that Johnson Avenue, a major city throughway, would be
changed to one lane each direction between Ella and Orcutt Road to accommodate
bike lanes! The volume and allowed speed of traffic on Johnson would certainly justify
the existing two lanes of traffic. Of greater importance however, is my concern for
personal safety. My wife and I live on the east side of Johnson, about one block south
of General Hospital. When traveling south on Johnson and wishing to enter our
driveway, we always slow well in advance, move into the left lane, flash brake lights
and turn on our automobile tum signals. If, as usual there is a car behind us, the driver
frequently will swing into the right lane (if it is clear), sometimes avoiding a panic stop,
especially if we must come to a complete stop waiting for north bound traffic to clear.
Reducing Johnson to one lane will create frequent congestion and increase the
danger to homeowners entering or leaving their driveways in their automobiles. I urge
you and other Council members to leave Johnson Avenue as a four lane road. Your
decisions in this matter are of great personal interest to me and my wife. Thank you.

Ladies and Gentlemen,
It has recently come to our attention that it is the
intention of the City Council to approve plans to reduce traffic
lanes on Johnson Ave . , from Ella St . to Orcutt Rd . , from two to
one lane in each direction . We ' re writing this letter to voice
our strong opposition to this plan .
Living on Southwood Dr. , near the southern end of Johnson,
for the past eighteen years, we travel this busy route several
times each day. As a result we are acutely aware of the
significant traffic load which this major artery bears. We are
firmly convinced that eliminating automobile lanes here would
seriously aggravate matters on this already congested
thoroughfare, increasing the danger for all of us who use it .
We strongly urge that you reconsider your plan to proceed
with this poorly conceived lane reduction proposal .

Dear Council Members,
I cannot believe the City Council would agree with the
proposed Bicycle Transportation Plan concerning •Johnson
Avenue changes.
The railroad underpass plan was foolish enough but to change
to one lane, even with left turn Ianes, from Ella Street to
Orcutt Road is ridiculous_. Has anyone done a traffic count
on Johnson Avenue? The people who need to drive Johnson
Ave. should be considered. At times the traffic is quite
heavy and at rush hours even more so. Surely You as a
council member cannot accept this ill-advised plan ! In my
opinion, the bicyclists are an organized special interest
group who are more vocal than the other citizenry and do not
have the best interests of the total population of the city
in mind. 11:rust that you, as City Council members, do.
I have not e::mressed my concern previously because I thought
hood sense would prevail but now realize you have no way of
knowing public opinion if we do not eXpress ourselves. I am
sorry for my error.
PLEASE CONSIDER THE NUMBER OF PEOPLE WHO HAVE TO DRIVE_ ON

Dear Mayor Pinard and Councilmembers,
The Alternative Transportation Task Force is writing to you to express its support for
the bicycle projects that you will consider on your Consent Agenda on April 19th.
We understand that Councilman Romero plans to pull the item and try to solicit
Council support to cancel the Johnson Avenue bike lane project. This will be the
second time he has tried to kill this item since it was approved by your Council.
We would like to remind you of the two-year-long process that led to support for this
project by the Bicycle Committee, the Cycling Community, City Staff, and, I believe,
the majority of citizens who have followed this issue. There have been countless public
hearings before both Council and the Bicycle Committee and seemingly endless
discussion of this subject. All parties involved have had their say, and when the dust
finally cleared, this is the project that everyone supported.
We would also remind you that a cyclist has already died on this very dangerous
section of Johnson Avenue. Doing nothing will not make the danger go away and the
city will be liable for future accidents.
We resent Councilman Romero's repeated attempts to sabotage the process at the 1 1 th
hour. Much time and energy has gone into getting this far and it would be a slap in the
face to all who have participated to lose this project now.
Please, when this item comes before you, support the staff recommendation and
approve all of the bicycle projects.

To the Editor,
In November, 1993 the majority of the City Council approved a
Bicycle Transportation Plan which reduces the two lanes of
inbound traffic at Johnson Underpass to one lane. I am so
certain that this will create major congestion that I wrote a
letter to the editor expressing my concern. The City received 16
responses opposing the change and two in favor.
Plans are now completed for all of the bicycle lane work. These
show reduction from two thru lanes to one not only for inbound
traffic but for outbound traffic as well. I believe this
combination, will at times create intolerable congestion in both
directions. The plans show a narrowing of the Pismo Street
roadway at Johnson .Avenue, thus making the left turn from
Johnson Avenue more difficult. In addition the plans show a
reduction from two lanes each direction to one lane each
direction (with a 2-way left turn lane) for Johnson Avenue
between Ella and Orcutt Road.
At its April 19, 1994 meeting, the City Council is scheduled to
approve plans, authorize bidding and a staff award of a future
contract for the work. Any citizen who has a concern regarding
this project should appear at the Council Meeting to be heard.
This may well be. your last chance to influence this decision. The
meeting starts at 7pm at City Hall, 990 Palm Street.
