Subject: Status report on Community Recreation Facilities Study and General Plan
Parks and Recreation Element update.
CAO RECOMA ENDATION
Defer further work on the Community Recreation Facilities Study until upcoming work on the
Park and Recreation Element update indicates that completing the Study will be beneficial.
Determine at that time if remaining consultant funds could be better used for other consultant
services necessary to complete the Parks and Recreation Element update or an initial
implementation program once the Parks.and Recreation Element is adopted.
DISCUSSION
On November 16, 1993 the Council reviewed a status report on the Community Recreation
Facilities Study. The Council determined that the City would be best served by postponing
further work on the Study to a future date to more closely coincide with the Parks and
Recreation Element update. At that time the City's Master Schedule for Adopting Revised
General Plan Elements did not anticipate work on the Parks and Recreation Element update
beginning until 1995 or later. Since then, the Recreation and Parks Department has started on
a work program for the Parks and Recreation Element update. The Master Schedule will be
revised to include the new schedule for the update when the work program is completed.
In evaluating the data needs for the update, the Parks and Recreation Director has concluded that
the data and analysis previously collected in the Study may be sufficient for the purpose.of
determining future community needs with only a little additional effort. In contrast, there may
be other types of analysis needed for the update which could be provided by the Study consultant
which would provide greater benefit than completing the Study as currently scoped.
The specific type of consultant services which would best facilitate completion of the Parks and
Recreation Element update will be determined during the update process. At that time, staff
could make a specific recommendation to the Council on how the remaining Community
Recreation Facility Study funds should be used and the contract could be reconsidered if
necessary.
At this point, it appears there is little to be gained by doing further work on the Study. Instead,
it appears it would be more beneficial to wait and determine what consultant services would be
most beneficial' for completing the Parks and Recreation Element update, or to wait and see if
any further studies are identified as necessary programs in the updated Element:
