DISCUSSIO N
Backgroun d
In the current economic climate, we are constantly seeking ways to increase efficiency whil e
maintaining fiscal responsibility . Recently SLOFD successfully implemented a "Tiere d
Response/Priority Dispatch" program . The result has been has been a reduction of SLOF D
resources utilized for non-emergency situations (lift-assists and inter-facility transfers). Outreach t o
the elder-care facilities have resulted in a significant reduction in the calls for service to thes e
facilities . Additionally, it only makes sense for fire departments to "pool" their resources and shar e
operational assets . This can be realized by simply updating our current Automatic Aid Agreemen t
with San Luis Obispo County Fire . The City of San Luis Obispo and San Luis Obispo County Fir e
Department have had an Operational Plan and Agreement for Automatic Aid since 1979 . The
Operational Plan and Agreement for Automatic Aid attached to this agenda report would replace th e
Automatic Aid Agreement and Operational Guidelines dated 11/10/2000 .
Operational Plan and Automatic Aid Agreemen t
The purpose of the operational plan and agreement between San Luis Obispo City Fire Departmen t
and CAL FIRE/San Luis Obispo County Fire Department is to most efficiently use resources tha t
are closest to the incident regardless of jurisdictional lines .
This plan will benefit the citizens of San Luis Obispo in 3 very tangible ways ;
It increases our FD's "depth of coverage".
Essentially is a "force multiplier "
Consequently it gets emergency crews to the scene sooner (which is always a goo d
outcome).
All of these benefits are without any increase in cost .

Only emergencies that would normally require immediate response by emergency vehicles ar e
intended to be covered by this agreement . These can typically be categorized as calls where life o r
property is in danger . Calls for public service, permit inspections, post fire investigations, an d
responses which do not require immediate response by the fire vehicles are not included in th e
agreement .
The specific types of emergencies involved and resources assigned are identified for the respons e
area . The base premise of this plan assumes that any specific resources identified by this plan to b e
dispatched are actually available and in their respective normally assigned response area . Shoul d
this not be the case at the time of dispatch, the resources dispatched by either agency will be th e
closest available resources .
We will monitor the implementation of this agreement with data collection and timely analysis . I f
we see that the city or county's efforts are becoming "one sided", the boundaries will be adjusted t o
reflect a more "even" share of resources . This can be implemented at any time .
Note : Anytime we commit apparatus to an incident outside of the city, we immediately recall off
duty personnel to staff a reserve fire engine .

There is no fiscal impact associated with this action .
ALTERNATIVE S
Continue with the existing operational plan and agreement which provides fewer resources to eac h
jurisdiction .

PURPOS E
This Operational Plan and Agreement for Automatic Aid is made and entered into by an d
between the San Luis Obispo City Fire Department (SLO) and CAL FIRE/San Luis Obisp o
County Fire Department (CALFIRE/Co . Fire).
This Operation Plan and Agreement includes the following items :

JURISDICTIONAL RESPONSIBILIT Y
Each agency shall retain all authority and responsibility for all incidents occurring within thei r
jurisdiction .
All emergency equipment responding to the same emergencies as part of this agreemen t
shall work under the direction of the Incident Commander assigned by the agency havin g
jurisdiction of the Incident upon arrival to the incident .
GUIDELINES GOVERNING RESPONSE :
The purpose of this agreement is to most efficiently use resources that are closest to th e
incident regardless of jurisdictional lines . The assistance provided through this agreemen t
shall be above and beyond those resources sent by the agency having jurisdiction .

RELEASE OF RESOURCE S
The Incident Commander should make every attempt to release other agency resources a s
soon as possible . If that is not practical due to the commitment of resources at th e
emergency scene, then the Incident Commander will notify the on scene officer from th e
other agency of the time extension .
TYPES OF RESPONSES COVERE D

RESPONSE AREA DISPATCHING SPECIFIC S
1.SLO City Fire shall respond automatically to assist CAL FIRE/SLO Co . Fire with th e
closest engine or truck, and chief officer as needed, in response areas A4, A 8, A 12 ,
A 17, A 20, A21, A22, A33, A-34, A35, A 36, A37, and A 38 shown on attached ma p
for all emergency incidents .
2.SLO City Fire shall respond automatically to assist CAL FIRE/SLO Co . Fire with th e
closest engine or truck, and chief officer as needed in response areas A2, A4, A5 ,
A5A A5B, A 8, A9, A10,A 10A, A 10B, A 12, A 14, A 17, A 20A21, A22, A 23, A 24,A
28, A 33, A-34, A35, A 36, A37, and A 38 shown on attached map for all emergenc y
incidents with the exception of medical aid incidents .
3.CAL FIRE/SLO Co Fire shall respond automatically to assist SLO, one engine, an d
one chief officer as needed anywhere in the city of San Luis Obispo or on Cal Pol y
campus, closest available for Structure Fires or other incidents as requested .
4.CAL FIRE/SLO Co will respond one emergency response unit from Station 21-Sa n
Luis Obispo County Airport Fire Station automatically to assist SLO for all emergenc y
incidents, in areas identified as the Tank Farm Road Response Area identified by SL O
City .

The Tank Farm Road Response Area is identified as :
•South of the intersection of Broad Street and Industrial Way, including addres s
accessed off of Industrial Wa y
•South of San Luis Obispo portion of Tank Farm Road including addres s
accessed off of Tank Farm Road, west to South Higuer a
•East of South Higuera from Tank Farm Road to the San Luis Obispo City limit s
(includes any address on S . Higuera-South of Tank Farm Road )
•West or San Luis Obispo City Limits along Orcutt Road including The Arbor s
subdivision .
•North of the San Luis Obispo City Limits between South Higuera and Orcut t
Roa d
5 . The Bishop Peak Natural Reserve Area is within the jurisdiction of both CA L
FIRE/SLO Co . and SLO City . Upon notification of an emergency, the receivin g
command center will initiate a dispatch and then notify the other command cente r
immediately . As soon as possible, the command center and/or responding officer wil l
determine :
•Jurisdiction of the Inciden t
•Determine the appropriate command structure (unified or single command )
•ICS facilities (ICP, Staging Areas and Operational Structure )
•Unified Ordering Point (SLO or SLU ECC )
•Command/Tac Frequencies (Repeatable).
•Objectives, Strategic and Tactical Pla n
This information will be broadcast on the appropriate Command Frequency an d
transmitted to the cooperating command center and incoming resources .

COMMUNICATIONS/DISPATC H
Dispatch to Incident s
Reports of emergencies shall be directed to the agency having jurisdiction's dispatch center .
If the incident jurisdiction can not be immediately determined, the receiving dispatch cente r
shall respond the appropriate initial attack response and request an appropriate respons e
from the other agency dispatch center . Automatic response shall be initiated by each agenc y
dispatch center when appropriate . Requests for resources will be dispatched via norma l
dispatch channels .
The Incident Commander shall make every effort to utilize common radio nets and a singl e
unified ordering point . Command and Tactical nets will be identified for all incidents by th e
agency having jurisdiction's dispatch center . The Incident Commander may request a
specific frequency with approval .

RESOURCE AVAILABILIT Y
Agencies are not obligated to send resources to an incident if it depletes resources below a n
acceptable level as determined by their duty chief . If resources are unable to respond ,
immediatenotification shall be made directly to appropriate Dispatch Center .
JOINT TRAININ G
All parties to this Agreement shall schedule and participate in joint training exercises a t
mutually agreed upon times and locations in order to insure that optimum performance level s
are maintained .
TERMS OF AGREEMEN T
Agencies agree to implement this Operational Plan and Agreement as of the date of the las t
signature and is effective until either party requests an update, revision or cancelation . Bot h
parties agree to meet periodically to review the plan .

Automatic Aid Agreement
Operational Guideline s
The CDF/County Fire Department and San Luis Obispo City Fire Department desire to
continue the response of automatic aid emergency resources between our Department s
for the mutual benefit of the citizens we serve . This agreement supersedes the interi m
operational agreement signed in March 1998 between our two Departments . The
undersigned parties agree to the following :
1.Within San Luis Obispo City : CDF/County Fire will respond one engine (closes t
available)to any "first alarm" assignment within the City limits or Cal Poly . "First
alarm" is defined as any structure or wildiand fire, and any hazardous materials incident.
2.County Areas bordering the City :City Fire will respond one engine (closes t
available) to any fire or vehicle accident in the CDF/County Fire response areas adjacent
to the City limits . Thls will be defined as CDF/County Fire response areas : A33, A35 ,
A36,A37, A38, A21, A22, and A23 . (see attached map)
3.San Luis Obispo County Airport :City Fire will respond one engine (closes t
available) to the County Airport for any "Category B or Catagory III" aircraf t
emergencies. These are defined as an imminent threat of, or actual crash of an aircraft .
4.Tank Farm rd . (south higuera st . to broad st .) and Broad st. (tank farm rd. to airport
rd .): Due to the uncertainties of jurisdiction, the agency that receives the emergency cal l
will dispatch the response, and treat the call as their own jurisdiction . They will als o
request one engine to any emergency incident from the other jurisdiction . Once
equipment arrives at scene and jurisdiction is established, the response can be modified a s
appropriate by on scene staff :
5.Bishops Peak :Due to shared jurisdiction, Bishops Peak will be treated as County
Jurisdiction, with City Fire responding one engine to any emergency incident .
6.Wildland fires with potential to escape City Limits : In addition to item #1 above ,
CDF/County Fire will respond one Battalion Chie£ three wildiand engines, one han d
crew, one bulldozer, and one air tactical plane at no cost to the City . Upon confirmation
by either jurisdiction of threat to the State Responsibility Area (SRA), additional Stat e
resources can be ordered at no cost to the City .
