San Luis Obispo has experienced a significant increase in e-bike use on city streets, neighborhood bikeways, and multiuse paths, particularly among youth and students traveling to schools, parks, and downtown destinations. While e-bikes provide important mobility and sustainability benefits, the City has also seen growing concerns related to excessive speeds, rider awareness, and conflicts in shared pedestrian and bicycle spaces. AB 2346 takes a balanced approach to improving safety through commonsense measures including equipment standards, integrated lighting, rider education, and clearer local authority to establish speed limits on bicycle paths and multiuse trails. These tools will help cities like San Luis Obispo better manage shared-use infrastructure while maintaining safe access for pedestrians, cyclists, and micromobility users. The bill’s emphasis on rider education and safety for younger users is especially important as communities continue adapting to the rapid growth of e-bike use. Providing local governments with flexibility to address conditions unique to their communities will support safer and more effective transportation networks statewide.
