I am reading through the emails sent to Council and the City employee who was apparently
responsible for overseeing code enforcement claims that the City's enforcement of fraternities and
sororities operating in violation of the law was done to create "a paper trail" for the Grand Jury
investigation. This is a very serious allegation and, to be honest, it lines up with the enforcement record I
have received through my public records requests. It also lines up with the constant dismissals as
"unable to verify" and "unfounded" even when the party was advertised, witnessed, and a SLOPD noise
citation was issued to a fraternity member.
An excerpt from the former City official's letter is below:
I also read a letter to Council from Julia Starkey, Carson Starkey's mom, and want to echo her concerns
about the out-of-control alcohol culture that has exploded since Fall 2021 in the Alta Vista neighborhood
as fraternity houses have taken over. Cal Poly is approving these events within our neighborhoods -
hundreds of them every year - while refusing the City's requests to confirm the address locations and
drunk students roam the neighborhood, vomit in yards, stumble in the middle of the streets, and
sometimes must be carried because they can't walk on their own.
Please remember that Cal Poly has the highest number of IFC members of any other university in
California and we are one of the smallest host cities to a university. It is an anomoly with no comparable
model in the entire country. The models used in other university towns would not work here because SLO
does not have the capacity to absorb the volume of fraternities and membership, and their 10-15 parties
on weekends.
Please start enforcement, not as a paper trail for an investigation, but something meaningful that
actually gets results.
