1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Human Relations Commission was
called to order on May 6, 2026 at 5:02 p.m. in the Council Hearing Room at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Kasprzak.

3. CONSENT
3.a CONSIDERATION OF MINUTES - APRIL 1, 2026 HUMAN RELATIONS
COMMISSION MINUTES
Motion By Chair Kasprzak
Second By Commissioner Parker
To approve the Human Relations Commission Minutes of April 1, 2026,
with a modification reflecting that Item #4 was not removed but changed .
The April 1, 2026 Minutes have also been updated to reflect this.
Ayes (7): Commissioner Carlotti, Commissioner Browne, Commissioner
DeTurris, Commissioner Fields, Commissioner Parker, Vice Chair
Campos, and Chair Kasprzak

4.a DE-ESCALATION TRAINING FROM THE CA COMMUNITY CONFLICT
RESOLUTION UNIT
Gregory Mann from the Community Conflict Resolution Unit of the
California Civil Rights Department presented the "Navigating Difficult
Conversations & De-Escalating Conflict" training and responded to
Commission inquiries.

4.b GRANT REPORT REVIEW WORKSHEET INTRODUCTION AND

Commission inquiries.

Action: Designate and approve Grant Report Reviewer assignment roles
for each of the grant recipients of the 2026-27 Human Services Grant.

5. COMMENT AND DISCUSSION
5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST
Diversity, Equity, and Inclusion Manager Matt Pennon and Diversity,
Equity, and Inclusion Admin Specialist Sam Vethavanam provided the
following update of upcoming projects:
CA Civil Rights Summit on May 11th
Citywide Single Vote Community Meeting May 12th at 5:30pm in
the Ludwick Community Center
The Belonging Project Event 2 on May 13th at 5pm in the Library
Community Room
Expo at the Expo on May 20th – City will have a couple booths
Poetry Walk – proposals due May 24th
Changes to the workplan:
o Next meeting will be the Chair/Vice Chair election and a
presentation from PSHH and HASLO on their programs
o City Council June 16th – DEISP update and DEI HIG priorities

The Human Relations Commissioners provided the following updates:
Bike month in May
May 7th: Free Bike Breakfast at City Hall
May 28th: Mujeres de Acción Monthly mixer
May 30-31st: Greek Festival
May 17th: Jewish Festival
May 9th: Cuesta College Film Showing
6. ADJOURNMENT
The meeting was adjourned at 7:47 p.m. The next Regular Meeting of the Human
Relations Commission is scheduled for June 3, 2026 at 5:00 p.m. in the Council
Hearing Room at City Hall, 990 Palm Street, San Luis Obispo.
