Fraser, Engineering Assistant SUBJECT: Park Renovation and Improvement Project, Santa Rosa and Johnson Parks, Specification No. 93-43B and Park Renovation and Improvement Project, Meadow, Throop and Laguna Lake Parks, Specification No. 93-43C CAO RECOMMENDATIONS: By motion, 1) award a contract to Complete Development Services, Inc. in the amount of$249,295 for "Park Renovation and Improvement Project, Santa Rosa and Johnson Parks, Specification No. 93-43B" 2) award a contract to Complete Development Services, Inc. in the amount of$361,522 for "Park Renovation and Improvement Project, Meadow, Throop and Laguna Lake Parks, Specification No. 93-43C" 3) award a landscape maintenance contract to Complete Development Services, Inc. in the amount of $8,000 4) authorize the Mayor to execute the contract documents 5) appropriate $39,000 from the parkland development fund to the park renovations project budget DISCUSSION: On April 5, 1994 the Council approved plans and specifications and authorized staff to solicit bids for the projects at Santa Rosa and Johnson Parks. Bids were opened on May 12, 1994, and Complete Development Services, Inc. was the low bidder. The low base bid plus contingencies exceeded the engineer's estimate by $8,900. On April 19, 1994 the Council approved plans and specifications and authorized staff to solicit bids for the projects at Meadow, Throop, and Laguna Lake Parks. Bids were opened on May 19, 1994, and again Complete Development Services, Inc. was the low bidder. The low base bid plus contingencies exceeded the engineer's estimate by $23,700. Parking lot and trail paving was set up as an option and will not be included because the bid price was much higher than the estimate ($67,700 vs. $39,900). This work will be added to a future street paving project, which should bring a bid price closer to the estimate. Bid documents require Complete Development Services, Inc. to execute a separate one-year landscape maintenance contract. This provision ensures that irrigation equipment works properly and planted areas become established before City crews take over maintenance. This method should be more workable than bonding or uncompensated construction contract requirements. To cover that shortfall $23,000 would be transferred from the bikeway improvements budget (current balance: $166,000) for the bike path construction. The remaining $39,000 would come from an advance on the appropriation scheduled for 1994/95. Such an appropriation would be consistent with the purposes of the two-year financial plan. But staff has requested that the state reprogram for parks renovations a $40,000 grant originally intended for the cancelled tennis court lighting project. After accounting for this additional grant revenue the revised appropriation for park renovations in 1994/95 would be$154,000 ($153,000 minus $39,000 plus $40,000), which would cover the outlays shown below: Design - Mitchell Park $ 13,000 Design - Sinsheimer/Laguna Hills Parks 4,000 Construction - Meadow/Throop/Laguna Lake Paving 40,000 Construction - Mitchell Park 97,000 Total $154,000 CONCURRENCES: The Recreation Department recommends award of these projects. The Parks and Recreation Commission and the Architectural Review Commission approved the conceptual plans. Community Development Department has granted this project a categorical exemption.
