IIIHINIIlllllnllllllll MEETING DATE: cityof Sd1'1 U.IIS OBISpO June 7 1994 COUNCIL AGENDA REPORT ITEM NUMBER: /f f FROM: Michael McCluskey, Public Works Director` \. PREPARED BY: John Rawles, Engineering Assistant/Traffic SUBJECT: Submittal of Plans and Specifications for Traffic Signal Upgrade: Johnson at Lizzie, Madonna at Oceanaire, Madonna at Los Osos Valley Road., Specification No. 93-65. CAO RECOMMENDATION: Approve plans and specifications, authorize staff to advertise for bids, and authorize the CAO to award the contract if lowest responsible bid is within the Engineer's Estimate. DISCUSSION: The traffic signal equipment at these intersections is outdated and has far outlived its intended service life. Spare parts and technical support are no longer available for this equipment. The proposed projects will provide pre-emption control for the City's Fire Department. This control allows the intersection to clear as the emergency vehicle approaches. This type of control improves the emergency response capability and safety for responding vehicles. This pre-emption technology is not available for use with the existing control equipment. The City Fire Chief has requested that these signals be designed to accommodate emergency vehicle pre-emption. In addition to the proposed signal improvements, bus shelters will be installed at the Madonna/LOVR and the Madonna/Oceanaire intersections. FISCAL IMPACT: Council has authorized signal plans to be prepared for these locations, and has budgeted for the improvements (see pages E-6 and E-17 in the Capital Improvements Plan Section of the 1993-95 Financial Plan). Engineer's Estimate: Madonna/LOVR $ 88,510 Johnson/Lizzie 32,870 Madonna/Oceanaire 74.370 Subtotal $195,750 Contingencies 19.575 Total $215,325 There is $236,000 available in the Signal Improvement Project Account, and $45,000 available for bus shelters in the Bus Stop Transit Fund. CONCURRENCE: This project has been given a Categorical Exemption by the Community Development Department. jrt/03-66app — Jrr CAPITAL IMPROVE. =NT PLAN PROJECT DETAIL AND PHASING — TRANSPORTATION 1993-94 1994-95 1995-96 1996-97 APPROVED APPROVED PROPOSED PROPOSED STREETS AND FLOOD CONTROL Streets — Pavement Reconstruction and Resurfacing 720,000 740,000 765,000 790,000 Orcutt Road Grade Separations 400,000 Design Acquisition 200,000 400,000 Construction 4,000,000 Bullock Lane Realignment&Signal Design 10,000 Construction 140,000 Streets — General Santa Rosa St Bridge Replacement Design 35,000 Construction 445,000 Garden Street Improvements Design 15,000 Construction 250,000 Cuesta Grade Billboard Abatement 40,000• 40,000 Streets — Signals and Ligbls Traffic Signal Improvements 210,000 230,000 110,000 100,000 Flood Control Mission Trailer Park Gabions 30,000 Storm Drain Reconstruction Meadow Street Neighborhood 35,000 Osos —Pismo &SLO Creek 80,000 Laguna Lake Sediment Removal 190,000 Total Streets and Flood Control 1,460,000 1,160,000 1,945,000 5,410,000 • Phasing — All amounts are for construction only unless otberwise indicated E-6 Notice of Exemptio, Appendix I To: ❑ Office of PIanning and Research From: City of San Luis Obispo 1400 Tenth Street,Room 121 Community Development Department Sacramento,CA 95814 P.O.Box 8100 - Lg0T- 7-0 BF, VILE n San Luis Obispo,CA 93403-8100 Ye ❑ County Clerk County of San Luis Obispo County Government Center San Luis Obispo,CA 93408 ( FEaRADt: \ '-'Wscv Ar Imr KnwA- PT pJAtfiE tlnlq 5T Love Pro'ectTitle; pAF SI(ailJ/L Project Location-Specific: T, Jo nN Scw LL l ee((2, 114balwyA Ac e e A(,),4/QE 11 14"0 4GYfJ,•1/tl OC 575 VfG6E( oaq S.y7/`t G7"1 S Project Location-City: San Luis Obispo Project Location-County: San Luis Obispo Description of Project, 1<6p(.AL6 IRAEF IC 4r v rimae U-£EZS pRC)V lAt M14ST i=•Z/-f EX%E/1S td1J ntGE:JGt(' Q►;Ii IG(.t' GTIj,,4Ilo/Vi EU& 5,LCi 7Q,Rs , M'ctG (Z4/X/5 , ,J tif-z 144.,-'fZovz .}-NTE.25ecTlvn/ LGHT!(J Name of Public Agency Approving the Project: l i '5.4 N L/ I R L Cd Name of Person or Agency Carrying Out the Project: 0 N Lu EDAtsry Exempt Status:(check one) ❑ Ministerial(Section 21080(b)(1); 15268; ❑ Declared Emergency(Sec.21080(b)(3); 15269(a)); ❑ Emergency Project(Sec.21080(b)(4); 15269(b)(c)); / \ 3V Categorical Exemption.State type and section number.. ❑ Statutory Exemptions.State code number.
