SUBJECT:
Submittal of Plans and Specifications for Traffic Signal Upgrade: Johnson at Lizzie, Madonna at
Oceanaire, Madonna at Los Osos Valley Road., Specification No. 93-65.
CAO RECOMMENDATION:
Approve plans and specifications, authorize staff to advertise for bids, and authorize the CAO to
award the contract if lowest responsible bid is within the Engineer's Estimate.
DISCUSSION:
The traffic signal equipment at these intersections is outdated and has far outlived its intended service life.
Spare parts and technical support are no longer available for this equipment.
The proposed projects will provide pre-emption control for the City's Fire Department. This control
allows the intersection to clear as the emergency vehicle approaches. This type of control improves the
emergency response capability and safety for responding vehicles. This pre-emption technology is not
available for use with the existing control equipment. The City Fire Chief has requested that these
signals be designed to accommodate emergency vehicle pre-emption.
In addition to the proposed signal improvements, bus shelters will be installed at the Madonna/LOVR and
the Madonna/Oceanaire intersections.
FISCAL IMPACT:
Council has authorized signal plans to be prepared for these locations, and has budgeted for the
improvements (see pages E-6 and E-17 in the Capital Improvements Plan Section of the 1993-95 Financial
Plan).

Johnson/Lizzie 32,870

Subtotal $195,750
Contingencies 19.575
Total $215,325
There is $236,000 available in the Signal Improvement Project Account, and $45,000 available for bus
shelters in the Bus Stop Transit Fund.
CONCURRENCE:
This project has been given a Categorical Exemption by the Community Development Department.

STREETS - PAVEMENT
Streets Reconstruction and Resurfacing (1993-97)
Continue contract street reconstruction and resurfacing at a level which will rehabilitate all city
streets to acceptable levels by 1999. Locations will be consistent with those recommended in the
Pavement Management Plan. `
Orcutt Road Grade Separation (1994-97)
Construct a road bridge on Orcutt Road over the Southern Pacific railroad tracks.
Bullock Lane Realignment and Signal Installation (1995-96)
Realign Bullock Lane to intersect at Orcutt Road to create a single four-way intersection at
Orcutt, Laurel and Bullock with a traffic signal to eliminate the existing dangerous and disruptive
three way traffic intersection.
STREETS - GENERAL
Santa Rosa Street Bridge Replacement (1993-96)
Remove existing 2-span concrete bridge on Santa Rosa Street over San Luis.Obispo Creek and
construct a wider single-span reinforced concrete bridge to state and federal standards.
Garden Street Improvements (1993-94)
Redesign Garden Street between Higuera and Marsh Streets to accommodate one-way traffic.
Install sidewalk bulbouts with mission-style pavement, textured sidewalks, bike racks, seating,
landscape planters, locations for public art, and diagonal on-street parking.
Cuesta Grade Billboard Abatement (1995-97) .
Compensate billboard and property owners for the removal of two boards each year in the Cuesta
- Grade area north of the City as a joint project with the County. .

Traffic Signal Improvements (1993-97)
Install new traffic signals and equipment (electronic controllers, larger signal heads, pedestrian
lights, traffic actuation loops; emergency vehicle preemption devices, street lights, etc) .at 16
