Following an extensive proposal evaluation process, City staff is recommending that Council award the contract for
transit operation and maintenance services to MV Transportation. This recommendation is based on a comprehensive
review that included evaluation of proposal quality and completeness, interview responses, cost comparisons, and
reference checks. An item recommending contract award is scheduled for Council consideration on April 21. This
email does not constitute a notice to proceed; however, if Council approves staff’s recommendation, a formal notice to
proceed will be issued at that time. In the interim, we appreciate MV Transportation’s continued engagement in
discussions regarding proposed contract language and cost proposal clarifications. My goal is to ensure that the draft
agreement and accompanying staff report presented to Council are as complete and accurate as possible.
