Accompanying this letter is our BAFO cost proposal, which includes the revision to Projected Vehicle Service Hours, per your email from Monday, March 16, 2026. As with our initial submittal, our proposal includes staffing increases with the addition of a Lead Mechanic, a Dispatcher / Road Supervisor, and a Utility Worker; we believe these additions are warranted by the City’s plans to continue to electrify the fleet, and by the level of work and coverage requirements noted in the City’s RFP for supervision, call-taking, and bus stop care. In short, our staffing plan ensures required staffing coverage for all functions at all times. Should the City reconsider the coverage requirements, we would be happy to reconsider our staffing plan and pass any savings along to the City. To clarify our response, we have removed Pass-Through Maintenance ($398,485 in Year One) from our cost proposal. We are showing Start-Up and Transition Costs in Year One, but have removed this amount from the totals on the understanding, per your Q&A responses indicating that these costs will be reimbursed separately. Please note that we would be happy to discuss amortization of Start-Up and Transition Costs over the base term of the contract should that option be of interest to the City. As noted during our interview with the City’s panel, our insurance costs include consideration of the City’s requirement that the proposed insurance program include an Auto Physical Damage deductible of not more than $50,000, and should the City be amenable to discussing revision to a higher, more “market standard” deductible level, RATP Dev would be more than happy to revise our pricing in the area and pass the resulting savings, which we believe to be significant, along to the City.
