Dear Mr. Fuchs,
As follow-up to our interview on Monday, March 9, please find answers to the remaining questions from
you and the City’s evaluation panel below. In addition, to share more in terms of the level of
communication and involvement the City can expect from RATP Dev USA’s corporate and regional
support team members, we have included the table below to outline and clearly show what the City can
expect from us; as we noted in the interview, RATP Dev takes great pride in our hands-on approach to
contract transitions, and this will continue through the contract term.

How are monthly invoices structured with associated miles and hours to clearly show the billable, revenue hours?
RATP Dev USA will work with the City to develop an invoice format that ensures consistent accuracy
and transparency, and that captures the desired information and data in an easy-to-digest format.
Generally, the invoice would include critical data such as date, time period for service invoiced,
monthly fixed fee, vehicle service hours performed for the invoice period, any other line items as
warranted per contract, a subtotal, any needed true-ups, and a grand total.
The invoice would be reviewed by our local General Manager for accuracy, and would be submitted to
the City for review and payment after the General Manager has signed off on the invoice’s accuracy.
Should a true-up be needed, it would be added to the following month’s invoice along with whatever
data are needed to substantiate the amount noted.
Detours can occur quite often due to construction, vehicle collisions, and events throughout the City. Is used to
determine the best detour or reroutes in a timely manner and is it used by dispatchers or management to determine the
difference in miles and hours?

Yes, can be used to determine the best detours or reroutes quickly, and both dispatchers and
management can use it to understand operational impacts, including mileage and service- and
labor-hour changes. provides real-time monitoring of operations and allows dispatchers to
make immediate adjustments to keep service running smoothly during disruptions. The application
includes a map-based workspace that gives immediate visibility into vehicles, routes, traffic, and
performance metrics, allowing for faster operational decision-making when rerouting is needed.
Proposal states that City Staff will be allowed to examine all personnel and non-personnel data and records related to the
project upon request. Will City staff be given access to RATP Dev’s reporting dashboard or will we receive reports upon
request?
City staff will be given reports and information related to the City’s transit service as requested, or at
whatever cadence works best to meet the needs of the City’s staff. Should we earn your business, we
would be happy to discuss how best to accommodate the City’s needs in terms of timely reporting and
information sharing.
NTD reporting appears to be managed entirely by RATP Dev. How do we access NTD database? Excel or other?
It is our understanding based on the content of the RFP that RATP Dev would support the City in
reporting, so while the City’s access would not necessarily change, our goal would be to enhance your
experience in terms of accuracy and timeliness. The support RATP Dev offers as part of our proposal
would come in the form of data and information tracking as facilitated by our management
information system of choice. handles the collection and processing of data from various
sources, transforming data points into easily reportable KPIs, and has proven highly useful in preparing
information to meet the stringent federal and state reporting requirements for our industry.
NTD reporting view organizes operational data to match NTD data entry requirements
without compromising data integrity. During contract transition, calculations will be reviewed for each
NTD report to ensure that RATP Dev, and the City agree on data definitions and calculations,
using the NTD Policy Manual as guidance whenever necessary. This effort results in a View Scoping
document for each view and report in the system. In addition to studying NTD guidance materials
directly, the team is also available to assist with Triennial Federal Transit Administration
compliance audits.
The team at is prepared to back up its data management structure and can demonstrate its
data management profile within the View Scoping documentation that it prepares for every report.
This three-pronged approach – policy manual review, collaborative view scoping, and documentation
management – has proven highly effective in ensuring federal and state reporting requirements for our
client organizations.
