What is your planned approach to ensuring that all stops are clean and amenities functional?  What level of communication/involvement can the City expect from Corporate?  What is the proposed management team’s experience operating and maintaining a mixed-fleet vehicles? Keolis Transit  All references are larger transit agencies. What is you firm’s interest in contracting with the City for an operation of our size?  As part of the Fleet and Facility Transition, use of a third-party inspector is referenced. Is this service included in the Start-up and Transition Costs?  Two of the proposed managers currently live out of state. The housing market is highly competitive throughout the San Luis Obispo region. What is the plan if one or more of the proposed staff are unable to perform the duties of their position prior to the start of service?  Your proposal includes the use of only full-time bus operators. What makes you confident that service can be provided without the employment of part-time operators?  Payroll and IT services seems high. What is included in this line item? MV Transportation  Your proposal states that ongoing maintenance training is provided through program. How does the training offered through related to heavy-duty diesel- and electric-powered buses?  Based on the resumes of the proposed management team, it appears that two are currently located out of state. The housing market is highly competitive throughout the San Luis Obispo region. What is the plan if one or more of the proposed staff are unable to perform the duties of their position prior to the start of service?  Explain what is included in the Depreciation and Interest line item?  Explain the difference between variable management fees and fixed management fees included in your cost proposal. RATP Dev  Your firm has a strong presence along California’s central coast. What are the differences operating in this area compared to other parts of the state/country?  Cost Proposal:  Your base cost proposal includes use of the 20 full-time and 3 part-time bus operators, what makes you confident that all existing services can be provided with the proposed headcount? Will this scenario require use of Road Supervisors and/or management as drivers so that service is not missed?  Your cost proposal includes $36K or more annually for travel. For what activities will these funds be used?  Your cost proposal includes over $675K annually for insurance; this seems high compared to what the City pays for insurance on the current contract. Can you please explain how these costs were estimated?  Reporting and Invoicing  How are monthly invoices structured with associated miles and hours to clearly show the billable, revenue hours?  Detours can occur quite often due to construction, vehicle collisions, and events throughout the City. Is used to determine the best detour or reroutes in a timely manner and is it used by dispatchers or management to determine the difference in miles and hours?  Proposal states that City Staff will be allowed to examine all personnel and non-personnel data and records related to the project upon request. Will City staff be given access to RATP Dev’s reporting dashboard or will we receive reports upon request?  NTD reporting appears to be managed entirely by RATP Dev. How do we access NTD database? Excel or other? Transdev  The City has adopted extensive service expansion recommendations through the Short-Range Transit Plan. What do you anticipate are the risks associated with implementation of these recommendations? How will the contractor help the City overcome these risks?  Are the reports something that will be provided to the City as part of the weekly and/or monthly reporting process? Or, is it something for internal use only?  Some of the form templates included in the Appendix of the proposal, does Transdev intend to use these forms under the agreement or are these provided only as examples? 
