SUBJECT: 1994-95 Promotional Coordinating Committee Grants-In-Aid Recommendations
CAO RECOMMENDATIONS:
1. Adopt the Promotional Coordinating Committee's recommendations for the 1994-95
Grants-In-Aid process.
2. Authorize the Promotional Coordinating Committee to set aside $2,700 of their 1994-95
Grants-In-Aid appropriation to serve as a reserve for the coming year.
2. Adopt a resolution authorizing staff to develop and execute agreements with each grant
recipient as described in Exhibit "A".
DISCUSSION:
Background
In January of this year, the Promotional Coordinating Committee (PCC) began its annual grants
process. Notices advertising the availability of grants for local non-profit organizations that
promote cultural, economic and recreational services in the city were placed in the Telegram-
Tribune. In addition, prior year grant recipients were mailed notices advising them of the time
frame for the 1994-95 grants process. A workshop was subsequently held for prospective
applicants to review the grant application, review the grant application assessment criteria, and
answer any questions of applicants.
Completed applications were due to the City in March. The PCC received 28 applications
requesting slightly over $150,200. This compares with 27 applications in 1993-94 requesting
$122,200. As in the past, the majority of the applications were geared toward cultural activities.
Copies of the 1994-95 grant applications are available for Council and public review in the City
Clerk's Office.
Review Process
Upon receiving the grant applications, the PCC convened a subcommittee to thoroughly review
the applications and formulate preliminary grant recommendations. The Grants-In-Aid
subcommittee was comprised of Bill Pyper (who served as chair), La Verne Schneider and Jack
Gatz. The subcommittee's preliminary recommendations were then presented to the full
Committee for action during the PCC's regular May meeting. During the meeting, the PCC
reviewed the subcommittee's recommendations, modified them, as necessary to reflect group
consensus, and set a public hearing to present the recommendations to the applicant agencies.

It is important to note that the PCC modified their grant application assessment criteria for the
1994-95 Grants-In-Aid process. In addition to simplifying several of the existing assessment
criteria, the group added four new assessment criteria to clarify the PCC's priorities for
allocating grants: 1) local benefit to residents (e.g., how popular is the event or activity, how
accessible is the event or activity, is the event or activity affordable, how many similar events
or activities occur in the community, etc.); 2) economic advantages to the City (e.g., does this
increase sales tax or TOT revenues); 3) level of innovation (e.g., it is a "one of a kind event");
and 4) quality of progmm management (e.g., do they comply with City processes in a timely
manner, do they have diverse revenue sources, do they take full advantage of volunteers, etc.).
Using the new criteria, the PCC worked very hard to reach fair and equitable recommendations
for each grant recipient. The process was extremely challenging, however, given the worthy
needs of all the organizations and the PCC's desire to establish a modest reserve for the coming
year. With respect to the reserve, the PCC feels it would be prudent to return to their past
practice of setting aside a reserve (and as such have recommended that $2,700 of the total
$75,800 Grants-In-Aid appropriation for 1994-95 be set aside for this purpose). This will allow
the PCC to assist organizations with events that arise outside of the Grants-In-Aid process and
benefit the community (e.g., the Railroad Celebration).
Funding Recommendations
A public hearing was subsequently held on May 25, 1994 to formally present the Commission's
1994-95 Grants-In-Aid recommendations to the applicant agencies. During the meeting, all
applicants were given an opportunity to address the PCC regarding their recommendations. The
meeting lasted approximately one half hour and went extremely smoothly. Ten groups provided
PCC with input on their recommended grant; the comments typically centered on thanking the
PCC for the grant and providing activity updates. At the conclusion of the public hearing, the
PCC unanimously adopted their recommendations as presented and directed staff to forward the
recommendations to the City Council for final action.
Generally, the PCC's 1994-95 final grant recommendations:
• Total $75,800 ($2,700 of which has been set aside in a reserve).
0 Provide funding to all 28 organizations; grants range from $1,000 to $5,000.
• Provide funding to two new applicants (Centerpointe Theatre Group and the Friends of
the San Luis Obispo Botanical Garden).
• Provide slightly lower grants to most previously funded organizations in order to free up
monies for the new organizations and establish a reserve (some organizations did receive
higher levels of funding in recognition of their benefit to the City and community as set
out in the new assessment criteria).

A more detailed discussion of the individual grant recommendations can be found in Attachment
1. A member of the PCC will be available to the Council at the public hearing to respond to
any inquiries.
Contracts
Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified
organizations. Contracts are then monitored by the PCC and staff throughout the year.
FISCAL EMPACT:
The 1993-95 Financial Plan contains $75,800 for the PCC Grants-In-Aid program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO AUTHORIZING FUNDING TO TWENTY-EIGHT AGENCIES
IN THE AMOUNT OF $73,100 FOR FISCAL YEAR 1994-95
THROUGH THE PROMOTIONAL COORDINATING COMMITTEE
WHEREAS, in the past, the City of San Luis Obispo has authorized and distributed
Grants-In-Aid funding to community organizations which provide economic, cultural, and
recreational services to residents and visitors; and
WHEREAS, funding for the Grants-In-Aid program has been included in the 1993-95
Financial Plan for the City of San Luis Obispo.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. That certain organizations attached hereto and marked Exhibit "A" shall
be provided funding as is designated in the same attachment.
SECTION 2. The staff is directed to prepare a contract for each agency identified in
Exhibit "A" and the City Administrative Officer is authorized to execute such contracts.

PROMOTIONAL COORDINATING COMMITTEE
GRANT APPLICATION ASSESSMENT CRITERIA
The City of San Luis Obispo's Promotional Coordinating Committee, under direction of
the City Council, recognizes that cultural, social and recreational organizations make
significant contributions to the overall quality of life in San Luis Obispo. As such, the City
sponsors an annual Grants-In-Aid program to promote cultural, social and recreational
activities in our community.
In addition to the criteria listed below, each application will be judged on the basis of local
benefit to residents, economic advantages to City, level of innovation, and quality of
program management.
ASSESSMENT CRITERIA
1. Applicant organization must have a clearly stated purpose and function and be
responsible for the planning and provision of a cultural, social or recreational
program.
2. Applicants must demonstrate that they have the managerial and fiscal competence
to complete the proposed project.
3. Applicants cannot use promotional grant monies to fund staffing costs.
4. The organization shall give evidence that they have pursued other sources of
financial support, and that they have examined and weighed the financial ability of
the target population to support their program or event.
5. The organization must extend its program to the general public and may not
exclude anyone by reason of race, religion, ethnic background, or any other
population covered by State or Federal law.
6. The applicant organization must be willing to participate in an evaluation process
as requested by the Promotional Coordinating Committee.
7. Applicants should be able to demonstrate coordination with related agencies and
existing community resources.
8. Other types of City support, such as facility use or in-kind service, will be
considered in the award process.
9. Demonstrated financial need of the organization will be considered in evaluating
and awarding funds.
10. Past performance of the organization, regardless of financial need, will be
considered in awarding funds.
Applicants should be aware that there is no assurance that funding will be available
to them in any fiscal year. Long term dependence on City funding is discouraged.

1. CALL TO ORDER
The meeting was called to order by Jack Gatz, with the following members in attendance: Pati
Brown, Natalie Digins, Bill Pyper, La Verne Schneider and Kathy Smith.

3. REVIEW OF PRELIMINARY GRANTS-IN-AID RECOMMENDATIONS FOR 1994/95
Jack Gatz opened the meeting and welcomed all the organizations in attendance. He then turned
the meeting over to Bill Pyper, the Grants-In-Aid Subcommittee Chair. Bill Pyper provided the
group with an overview of the process the PCC used to arrive at their recommendations. Each
organization was then given an opportunity to address the PCC on their recommended grant.
The following organizations provided public comment which typically centered on thanking the
PCC for the recommended grant and providing them with an update on their activities: Artemis-
Jim McDermott; Arternatives - Tim Beecher; Centerpointe Theater - Marie Garcia; Cuesta
College Public Events - Yolanda Waddell; Botanical Garden - Eve Vigil; Mystic Krewe -Joseph
Kasparowitz; MAY - Frederick Balaz, Pacific Repertory Opera -Karen Kyle; Little Theater -
Marge Castle; and Vocal Arts Ensemble - Robert Franks.
Jack Gatz then closed the public comment portion of the meeting. The PCC then unanimously
adopted the 1994/95 Grants-In-Aid recommendations its set out in attachment I and directed staff
to forward them to the Council for consideration (motion by Gatz, seconded by Brown). Jt
should be noted that Bill P}?per abstained from discussion and vote on the grant for the Botanical
Garden.
4. APPOINTMENTS
The PCC unanimously appointed Pati Brown to serve as the City's representative on the Chamber
Tourism Council (Natalie Diggins will serve as back up). The PCC also agreed that Pati Brown,
Jack Gatz, and Kathy Smith will review and develop preliminary responses to the tourism related
Economic Strategy Task Force recommendations for the PCC's consideration at a future meeting.
5. ADJOURN MEETING TO JUNE S, 1994.

Mayor Peg Pinard and Members of the City Council:
I am writing to you as chairman of the Central Coast Performing Arts Center
Commission. The Commission was formed pursuant to the Operating Agreement among the
City of San Luis Obispo, Cal Poly and the Foundation for the Performing Arts Center
(FPAC). The Commission has been meeting since January. We have discussed many issues
related to the formation and operation of the Commission and the construction, start-up and
operation of the Performing Arts Center.
From the beginning, it has been the intent of the three partners that the Performing
Arts Center be a self-sustaining operation, that is, its revenues be sufficient to meet its
expenses. In this way, it would not be necessary for either the FPAC or the City of San Luis
Obispo to be called upon to provide monies for the operation of the Center.
The Performing Arts Center is now under construction. However, the Center will not
be completed and commence operation until late spring or summer of 1996. The Commission
must commence its operations during the 1994-1995 budget year, even without revenue from
the operation. The Commission is in the process, right now, of recruiting candidates for the
position of Managing Director. It is necessary to hire the new Director and staff to insure the
proper operation of the facility and its sophisticated equipment. It is also necessary to begin
pre-opening scheduling of major events, working on the opening season's events, working
with the contractor on fine tuning details that will impact operations of the Center and doing
a myriad of other tasks associated with the start-up operation of the Performing Arts Center.
The Commission has determined that a first-year start-up budget of $180,000 is
necessary for the 1994-95 fiscal year. It was earlier contemplated that the funds accumulated
by FPAC would be available for this purpose, but in the final days of insuring sufficient
funds for the construction contract, these monies had to be devoted to the construction phase.
Cal Poly has already generously committed $60,000 towards the start-up operation. A
committee of the Commission is worlang to come up with other funding. However, it is
important that the three partners do what they can do to help now to be certain that when the
Center opens, we have the ability to "hit the ground running".and avoid unfortunate delays.

We realize that the City of San Luis Obispo, like other public.and private agencies, is
facing difficult times. However, it is critically important that the Performing. Arts Center be
completed and start with a successful initial season.:. That is the best way for the people of .
San Luis Obispo to begin receiving the benefit of their investment in the Center. Therefore, I
ask you, as part of your budget deliberations, to consider putting aside some amount of
money for the start-up operation. The City would continue the pattern of one-sixth cost
sharing if.you were to allocate $30,000 for this purpose..
Whatever funding you feel..that you can make available for.this most important
purpose would be most appreciated. I would be more than happy to.appear before you at
your budget session on June 21 for further explanation, if that is desired. .

The City Council recently received the attached letter from the Arts Council requesting
City support of a National Endowment for the Arts (NEA) grant application. As set
out in the letter, the Arts Council intends to request $300,000 from the NEA for a
matching arts grant program. City support of the application, however, involves a
commitment to contribute up to $12,500 per year for three years to the program
(beginning in 1995/96). If the City Council is interested in considering this request
further, staff should be directed as part of the June 21, 1994 meeting to place the
item on the next available Council agenda.

Dear Mayor Pinard:
The San Luis Obispo County Arts Council invites the City of San Luis Obispo to
participate in a National Endowment for the Arts (NEA) Application. This participation is
matching a portion of the application with funds to regrant out to artists and arts
organizations in your community. This application will offer a three year regrant
program.
Each community has specific concerns involving youth at risk, physically disabled, or
culturally diverse populations. The amount the city chooses to match (the NEA
application) will pay artists and/or arts organizations to work with the youth, the
physically disabled, in the schools, or in after school programs. These funds would
assist in Public Arts Places projects or be regranted to artists and arts organizations to
develop their skills or to pursue their mission statements. All of the above contribute
toward developing this county as an Arts Zone, defined as an arts-active community.
The amount the San Luis Obispo County Arts Council is requesting from the NEA is
$300,000. If the grant is awarded for this or a lessor amount, it will need to be matched
by new dollars from municipalities and community organizations or partners. Since we
are requesting a three year program that could be $100,000 a year shared by eight or
more matching partners. Each partner would then pay approximately $12,500, giving a
total of $25,000 to be regranted in each community.
There are two requirements made by the NEA. The first requires that the funds go to
artists and arts organizations and the second that the applications be reviewed by a
community panel. It is advisable that the partner then approve the selected applications
before awarding the funds. Each partner may set their criteria which are then stated on
the applications distributed to artists and arts organizations.

At this time the San Luis Obispo County Arts Council requests a letter of support for
funds to regrant into their community to accompany the NEA application due July 16,
1994. The application submitted to the NEA will be reviewed in April of 1995 and the
first set 'Of funds would neer to be matched for July 1,1995.
Don West and I have been meeting with City Council members through out the county.
If we have not met with you please give us call as soon as possible. We are preparing
to attend city council meetings for a formal presentation and to request a letter in
support of the regrant program.
