SUBJECT: ITEM #5j – AUTHORIZATION TO ADVERTISE REQUEST FOR
PROPOSAL FOR SOUTH BROAD STREET CORRIDOR PLANNING AND
DEMONSTRATION PROJECT, SPEC. NO. 2001070
Staff received the following questions regarding the recommended action to authorize
City Staff to advertise an RFP for South Broad Street Corridor Planning and
Demonstration Project. The questions are below with staff’s response shown in italics:
1) Will City staff conduct additional community engagement activities beyond
what is specified for a consultant in the RFP?
The project will include additional public outreach opportunities beyond those
identified in the RFP to ensure community participation throughout the planning
process. The Community Outreach task (Task 6) establishes the minimum outreach
requirements that must be completed by the selected consultant. City staff will
supplement these efforts with additional outreach activities designed to reach
residents, businesses, school communities, and corridor users.
Additional outreach opportunities are anticipated to include:
• Pop-up outreach events at area schools and businesses.
• An online GIS-based survey.
• Physical mailers to residences within the project area.
• Posters throughout the corridor, including at businesses, parks, and on transit
buses, advertising outreach events, and the online survey.
• An intercept survey along the Railroad Safety Trail, depending on staff availability
and project needs.

2) What is the timeframe for Tasks 7-9 and when is construction expected?
Tasks 7 (Demonstration Project PS&E and Environmental Clearance), 8 (After -Project
Data Collection), and 9 (Documentation of Findings and Recommendations) are
anticipated to occur between June 2027 and June 2030. The extended timeframe
reflects the need to complete environmental review, finalize design documents,
construct the demonstration project, collect and analyze post -installation data,
evaluate project performance, and prepare findings and recommendations consistent
with Safe Streets and Roads for All (SS4A) grant requirements.
City staff anticipates completing the Corridor Plan Development and Community
Outreach and Engagement efforts (Tasks 5 and 6) by mid-2027. Following completion
of environmental review and required approvals, staff intend to advance the
demonstration project into construction as early as feasible within the implementation
period. Although the grant schedule allows implementation activities to occur through
2030, staff's objective is to complete construction and begin evaluating project
performance early in the three-year timeframe.
In addition, City staff are evaluating opportunities to implement near -term safety
improvements during summer 2026 outside of the grant-funded project. Potential
improvements include increasing sight distance at side streets along Broad Street and
installing speed feedback signs where warranted. These improvements would allow
safety enhancements to begin while the planning and community engagement
process is underway.
3) What is the $210,000 for in the RFP and is that included in the total budget in
the staff report of $1.139M?
The $210,000 consultant contract will fund completion of Tasks 1 through 9 identified
in the RFP. These tasks encompass the full planning, design, environmental review,
evaluation, and reporting requirements associated with the South Broad Street
Corridor Planning and Demonstration Project. Specifically, the consultant will:
• Collect and analyze corridor data.
• Prepare traffic signal warrants and intersection analyses as identified by City staff.
• Conduct a corridor safety analysis to inform plan development.
• Prepare the corridor plan that will guide both the demonstration project and future
corridor improvements.
• Facilitate public outreach activities and public meetings.
• Present findings and recommendations to the Active Transportation Committee
and City Council.
• Develop plans, specifications, and estimates (PS&E) for the demonstration project.
• Prepare CEQA and NEPA environmental review documentation.
• Conduct post-project data collection and analysis.
• Prepare final documentation and reporting required under the SS4A grant
program.

Further details of the work scope for the consultant can be found in the request for
proposal.
The consultant contract amount is included in the $1.139M budgeted in the staff report.
Further, this contract amount is a portion of the $400,000 to be reimbursed by the FHWA
Safe Streets of All grant funding.
