Statler, Director of Finance (/ (. of Prepared by: Linda Asprion, Revenue Manager SUBJECT: FINAL PASSAGE OF ORDINANCE NO. 1266 DISCONTINUING THE LICENSING OF BICYCLES CAO RECOMMENDATION Give final passage to Ordinance No. 1266. DISCUSSION At its meeting of Tuesday, May 31, 1994, the Council took action on a 4-0 vote (Councilman Roalman was absent) to introduce Ordinance No. 1266 to print, rescinding Chapter 10.72, Sections 10.72.010 through 10.72.090 and 10.72.110 of the municipal code requiring bicycles be licensed by the City. The purpose of licensing bicycles is to assist in recovery if the bicycle is stolen or lost. Currently, licensing bicycles serves no purpose as only 25% of the eligible agencies participate in the "state-wide system", which means the program is essentially unusuable - especially when considering the transient student population. Rather than continuing to perform this activity at a cost to the owners of $2.00 - that requires a further General Fund subsidy of almost 50% - it is recommended that the City discontinue licensing bicycles. The agenda report from that meeting is on file in the City Clerk's Office. Staff recommends that Council give final passage to the Ordinance. Via.� ORDINANCE 126.6 (1994 SERIES) AN ORDINANCE OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ELIMINATING BICYCLE LICENSING REQUIREMENTS WHEREAS, the City Council of the City of San Luis Obispo has held a hearing to consider discontinuing the licensing of bicycles; and WHEREAS, the purpose of licensing bicycles to assist in recovery of lost or stolen bicycles is not usable due to the lack of participation in the state-wide System; and WHEREAS, it is not cost efficient for the City to continuing processing renewals; NOW THEREFORE BE IT ORDAINED by the Council of the City of San Luis Obispo that Sections 10.72.010 through 10.72.090 and 10.72.110 of the Municipal code be rescinded. On motion of Settle , seconded by Rappa and on the following roll call vote: AYES: Council Members Settle, Rappa, Romero and Mayor Pinard NOES: None ABSENT: Council Member Roalman the foregoing ordinance was introduced to print this 31st day of May 1994.
