Waterline Improvement Project: California Blvd. - Stafford to 700' N'ly, Specification No.
93-35.
CAO RECOMMENDATION:
By motion,
1) Approve plans and specifications for "Waterline Improvement Project: California Blvd. -
Stafford to 700' N'ly, Specification No. 93-35,"
2) Authorize staff to advertise for bids,
3) Authorize the CAO to award the contract if the lowest responsible bid is within the
engineer's estimate.
DISCUSSION:
This project involves the replacement of a 700 foot length of 24-inch waterline which has developed
numerous leaks in the last few years. The leaks are caused by corrosive soil conditions in the
immediate area, and the fact that this pipeline is decades past its expected service life.
This waterline is one of the two largest transmission mains in the City. Emergency repairs to this
main are costly, time consuming, and result in extensive losses of service to water consumers.
CONCURRENCE:
The Community Development Department has determined that this project is categorically exempt
from further environmental review.
FISCAL IMPACT:
As detailed in the Engineer's estimate, the total estimated cost for this water main project is
$154,000, as summarized below:
Construction: $140,000
Contingencies @ 10%: 14.000
Total Project Cost: $154,000
The 1993-95 Financial Plan (page E-5) identified $700,000 for 1994-95 water distribution
improvements projects. This is the first 1994-95 water distribution project coming to Council for
authorization to advertise for bids, so the full amount of$700,000 is available to support this project.
This project has been identified as a top priority by the Utilities Engineer.
