Walter, Director of Public Work s Prepared By :Dan Van Beveren, Senior Civil Enginee r SUBJECT :TANK FARM ROAD & BROAD STREET WIDENING, SPECIFICATION NO . 9058 8 RECOMMENDATION S 1.Approve plans and specifications for the Tank Farm Road & Broad Street Widening Project , Specification No . 90588 . 2.Approve the transfer of $152,000 into the project's construction and constructio n management phases from the following project accounts : $45,000 from the Highway 22 7 Relinquishment Signal Upgrades account, $100,000 from the 2011 Street Microsurfacin g account, $3,000 from the Water Distribution System Improvements Master account fo r valve adjustments, and $4,000 from the Utility Collection System Improvements Maste r Account . 3.Authorize staff to advertise for bids and authorize the City Manager to award the contract i f the lowest responsible bid is within the Engineer's Estimate of $590,000 . DISCUSSIO N Backgroun d The Airport Area Specific Plan was adopted by the City Council in 2005 . This long range plannin g document sets the framework for the proposed development in the southeastern portion of the City , and includes guidelines for planned street widening necessary to accommodate growth an d increased traffic volumes in the area. When the Tank Farm Road Widening was first approved as part of the 2005-07 Financial Plan, th e project's scope was to widen only the south side of Tank Farm Road, moving the curb southerly t o the sidewalk, and to install a raised median and a second left turn lane to Tank Farm Road west o f Broad Street. The construction of this project was delayed for several years due to the presence o f an existing sewer lift station on the southwestern corner of the intersection, as well as existin g utility poles located within the area of the proposed widening . The Tank Farm Road Sewer project , completed in 2009, included the removal of the pump station . The Broad Street Utilit y Undergrounding project, a PG&E project which is currently in construction, includes the removal o f the conflicting utility poles. These utility poles are anticipated to be removed by the end of Apri l 2012, and with the removal of these facilities, the City can move forward with the widening project . Current Project Scope Although the original project was fairly limited in scope, changes have occurred since its approva l that have led staff to expand the project so as to complete work at the same time, in the same area i n a logical and efficient manner . In addition to the planned widening of the south side of Tank Farm Road at Broad Street, the planned improvements identified in the Airport Area Specific Plan includ e C7-1 Meeting Date2-21-201 2 Item Number C7 Tank Farm Road & Broad Street Widening, Specification No . 90588 Page 2 the installation of dual left turn lanes from northbound Broad Street to Tank Farm Road . In order t o maximize the cost effectiveness of the planned improvements, the project now includes th e widening of westbound Tank Farm Road necessary to accommodate the dual left turns coming fro m northbound Broad Street . The proposed improvements will greatly increase the capacity of thi sintersection. A comparison of the existing configuration and the proposed improvements is show n in Attachments 1 and 2 . In order to accommodate the additional traffic lane configuration, a modification of the traffi c signals is needed . The Caltrans relinquishment of Highway 277 (Broad Street) to the City als o necessitated signal upgrade work as the State signals did not contain hardware compatible with th e City's traffic signal network . As part of the traffic signal modification work included in the projec t scope, some new poles and signal heads will be installed and the control system will be upgraded t o compatible hardware, and will include video detection . One notable component of the project is the addition of a raised median curb on Tank Farm Road . The median will be approximately 350 feet long, designed to prevent motorists from making left hand turns across the centerline of Tank Farm Road in the vicinity west of the Broad Stree t intersection . Although these left turning movements are currently prohibited by two sets of doubl e yellow lines, staff has observed vehicles making these prohibited left turns over the double yello w lines, and impeding the flow of traffic in the process. The raised median is recommended as a means to enforce the existing prohibited left turning movements and to further increase the vehicl e carrying capacity through the intersection . Attachment 3 depicts the location of this median curb . The project also includes microsurfacing work that was postponed awaiting this construction . CONCURRENCE S As stated earlier in this report, the project scope is consistent with the Airport Area Specific Plan , prepared by the Community Development Department and adopted by Council in 2005 . A detaile d traffic and circulation analysis was a component of the Environmental Impact Report (EIR ) prepared for the specific plan . That EIR was certified by the City Council through Resolution No . 9726 (2005 Series) on August 23, 2005 . The planned improvements to the intersection wer e anticipated in the EIR . FISCAL IMPACT The original project is included in the 2005-07 Financial Plan Appendix B, Page 145, and identifie s $375,000 for design and construction from the Airport Area Specific Plan Impact Fee account . On July 19, 2011, the City Council authorized the transfer of approximately $236,000 of additional funding into the project account. This funding was transferred from the County of San Lui s Obispo's SLO Fringe Traffic Impact Fee Program into the project account to fund additiona l planned traffic improvements beyond the original scope . The available construction budget, which includes funds from Airport Area Specific Plan Impac t Fees and SLO County Fringe Traffic Impact Fees, is currently $553,000 . The recommended actio n will transfer an additional $152,000 of necessary construction funding into the project account for a total construction budget of $705,000 . There is sufficient funding in each of the identified fundin g sources to support this request . C7-2 Tank Farm Road & Broad Street Widening, Specification No . 90588 Page 3 $100,000 of this additional funding is recommended to be transferred from the 2011 Stree t Microsurfacing account. As a coordinated effort between this project and the previously planne d Microsurfacing of Tank Farm Road from Santa Fe Road to Broad Street, the Microsurfacing wor k was deferred from the 2011 project and is now included in this project . $45,000 of the additional funding is through a State Highway Account (SHA) grant funded projec t referred to as the Highway 227 Relinquishment Signal Upgrades . This account was established t o fund the conversion of traffic signal equipment, formerly owned and operated by Caltrans, into a format compatible with the City's traffic control communications system. The $7,000 of identified Utilities funds will support the adjustment of water and sewer facilities t o the new pavement elevations . Due to the nature of the project being located within an intersection of two arterial streets, and th e limited staff resources currently available in the Engineering Division of Public Works, the use of a construction management consultant is recommended . Of the recommended $705,000 constructio n budget, $50,000 will be budgeted in the Construction Management phase of the project account .A complete breakdown of the project's costs and funding sources is depicted in the following tables .
