Endorsing the National Endowment for the Arts grant application and authorizing the Mayor to send a letter of support (Attachment 1). 2. Directing the Arts Council to apply for 1995/96 Grants-In-Aid funding as a potential funding source for satisfying the grant program's matching grant requirement. DISCUSSION: The San Luis Obispo County Arts Council recently requested City endorsement of their National Endowment of the Arts (NEA) matching grant application. As explained in the letter from the Arts Council (See Attachment 2), the county via the Arts Council can receive up to $300,000 over a three year period ($100,000 per year) from the NEA's matching grant program to fund a wide variety of community arts projects and activities (e.g., public art programs, youth art programs, after school art programs). Because the grant requires local jurisdictions to match the grant dollar for dollar, the endorsement of the grant may eventually involve more than just a letterof support. Specifically, if the Arts Council is successful in securing a grant, each City and the County will be asked to provide matching funding. As an example, if the Arts Council received the maximum grant of $300,000 over a three year period, the City would be asked to provide a match of $12,500 per year beginning in 1995-96 (the match would be lowered proportionately if the Arts Council received a lower grant). In return, the City would receive $25,000 (our $12,500 contribution matched with $12,500 provided by the NEA) to allocate for arts projects and activities in the City. All the Arts Council is requesting at this time, however, is a letter of support for the grant application with a commitment to consider providing matching funds if they are successful in securing the grant and if monies are available (the Arts Council will be advised of the NEA's grant awards in April of 1995). With respect to grant administration, allocation of the grant funding can either be handled by the City or the Arts Council so long as the approach is consistent with NEA guidelines. In either case, the City Council has final approval as to how the grant monies are allocated. ruioriii ;Il►.III{Ips i���ll city of san l�, OBISPO meow COUNCIL AGENDA REPORT PCC Review and Recommendation Before formally considering the Arts Council's request, the Council directed staff to obtain input from the Promotional Coordinating Committee (PCC). It was their request that the PCC review the Arts Council's grant application proposal and provide the Council with a recommendation for proceeding forward. Consistent with this direction, the PCC held a special meeting on June 29, 1994 to discuss the Arts Council's request. After considering the merits of the grant application, the PCC unanimously concluded that the NEA grant program is worthy of City support. As such, the PCC is recommending that the Council endorse the NEA grant application and authorize the Mayor to send a letter of support (see Attachment 1). i As an aside, the Cities of Pismo Beach and Morro Bay have already acted on the Arts Council's request. The City of Pismo Beach declined to support the grant application. They felt the matching grant program was very worthy, but were not in the position to provide any commitments for funding. The City of Morro Bay acted to support the grant application, but forestalled any financial commitments until the 1995/96 budget process. CONCURRENCES: The Arts Council concurs with the PCC's recommendation. I FISCAL IMPACT: With respect to providing the matching funding for the program, the PCC recommends that the City Council direct the Arts Council to apply for 1995/96 Grants-In-Aid (GIA) Program funding. While this approach does not guarantee funding for the Arts Council, it provides them with an opportunity to compete in next GIA cycle (assuming that monies will be provided for this program in the 1995/97 Financial Plan). Then, if the Arts Council is successful in securing the grant and their GIA application is competitive, it is likely that the PCC will recommend that the Council provide the group with some level of matching funding. ATTACHMENTS: 1 - Letter of Support 2 - Letter from Arts Council July 7, 1994 National Endowment for the Arts Matching Grant Program To whom it may concern: The City of San Luis Obispo would like to advise the National Endowment for the Arts that we support the San Luis Obispo County Arts Council's grant application for funding under your matching grant program. Contingent upon available funding, the City intends to participate in this program by providing funding to match a portion of the grant. The City of San Luis Obispo has a long-standing track record for supporting local arts. We have had Promotional Coordinating Committee in place since the early 1970's which advises the City Council on arts issues and provides grants to local cultural groups. In addition, we are currently participating in a partnership with our local university and a community foundation to construct a performing arts facility for our City. As such, any additional monies that can be brought into our community through the NEA's matching grant program would greatly enhance our efforts to promote the arts in San Luis Obispo. In summary, we applaud the efforts of the Arts Council to seek new sources of funding for local arts programs and enthusiastically support their grant application for matching grant funds. San Luis Obispo County ARTS COUNCIL ;. f., June 6, 1994 Dear Councilmember The San Luis Obispo County Arts Council invites the City of San Luis Obispo to Participate in a National Endowment for the Arts (NEA) Application. This participation is matching a portion of the application with funds to regrant out to artists and arts _ organizations in your community. This application will offer a three year regrant i . program. Each community has specific concerns involving youth at risk, physically disabled, or culturally diverse populations. The amount the city chooses to match (the NEA application) will pay artists and/or arts organizations to work with the youth, the ' physically disabled, in the schools, or in after school programs. These funds would assist in Public Arts Places projects or be regranted to artists and arts organizations to develop their skills or to pursue their mission statements. All of the above contribute toward developing this county as an Arts Zone, defined as an arts-active community. The amount the San Luis Obispo County Arts Council is requesting from the NEA is $300;000. If the grant is awarded for this or a lessor amount, it will need to be matched by new dollars from municipalities and community organizations or partners. Since we are requesting a three year program that could be $100,000 a year shared by eight or more,matching partners. Each partner could match a fund of approximately $12,500, giving a fatal of $25,000 each year to be regranted in each community. There are two requirements made by the NEA. The first requires that the funds go to artist's and arts organizations and the second that the applications be reviewed by a T' community panel. It is advisable that the partner then approve the selected applications is before awarding the funds. Each partner may set their criteria which are then stated on k the applications distributed to artists and arts organizations. At this time the San Luis Obispo County Arts Council requests a letter of support for funds to regrant into their community to accompany the NEA application due July 16, 1994. The application submitted to the NEA will be reviewed in April of 1995 and the first set of funds would need to be matched for July 1,1995.
