Subject: Staff follow-up regarding County request that LAFCo remove the County
Airport from the Airport Area annexation boundaries.
CAO RECOMMENDATION
Approve and authorize the attached letter from the Mayor to LAFCo requesting that no action
be taken regarding the County's request to withdraw the County Airport and adjacent County
owned property from the annexation area.
DISCUSSION
Back round
On May 10, 1994 the County Board of Supervisors adopted a resolution requesting the Local
Agency Formation Commission (LAFCo) to remove the County Airport and adjacent County
owned property from the City's pending annexation of the Airport Area.
County staff recommended the Board request removing the Airport property for the following
reasons:
• possible increases in Airport operating costs;
• possible loss of revenues;
• previous City overrides of Airport Land Use Commission decisions;
• City regulation of land use on land leased by the County.
Prior to the May 10 meeting of the Board of Supervisors, the City sent a letter requesting that
the Board defer action until County and City staff could meet and discuss the County staff's
concerns.
The Board elected to adopt the resolution at the May 10 meeting. However, subsequent to the
Boards action, City and County staff met on June 8, 1994 to discuss County staff's concerns.
City staff presented the reasons why the Airport should be included in the annexation . The
primary reasons included:
• the Airport and associated uses are urban uses and are located within the urban reserve
lines of both the City and the County;
• the County SLO Area Plan states that the Airport should be annexed to the City;
• the Airport receives City services;
• excluding the Airport from the annexation area would preclude annexation of the area
on the south side of Buckley Road and the west side of Santa Fe Road, which has begun
change from rural to urban uses. Since the purpose of the annexation would be to
contain the spread of urban uses south of the City, this area should be included in the
annexation;
• the City will experience impacts of development in the Airport Area.
City and County staff agreed to discuss the issues further. City staff will be evaluating the land
use issues. Additional opportunity to work out County revenue loss concerns will occur later
in the annexation process during tax transfer negotiations.
Although LAFCo will not consider the annexation boundaries until it holds the hearings on the
annexation itself, the City can go on record stating its reasons for requesting that the Airport be
included in the annexation area. A letter for the Mayor's signature is attached for that purpose.
FISCAL IMPACTS
No significant fiscal impacts are associated with sending the proposed letter to LAFCo.
ALTERNATIVES
The Council may decide not to send the attached letter or to modify the letter before sending it.

Dear Mr. Gallagher,
On May 10, 1994 the County Board of Supervisors adopted a resolution requesting that LAFCo
remove the County Airport and adjacent County owned property from the area included in the
City's pending annexation request (LAFCo # 42). While we are aware that approval of the
annexation boundaries will not be decided until much later in the annexation process, we would
like you to be aware of our response to the County's request at this time.
The City's, the County's, and LAFCo's policies all direct that the areas included in the City's
application be eventually annexed to the City. The Airport is an important parcel in the City's
annexation proposal because without it the City would not be able to annex several other parcels
designated for industrial uses in the County's land use plan. These parcels, as well as the
Airport, are designated in the City's and the County's general plans as being within the City's
urban reserve line and eventually being annexed to the City.
The City's soon to be adopted Land Use Element update, plans for the proposed annexation area
to develop within the City. The County's Public Review Draft of the San Luis Obispo Area
Plan states that the Airport and adjacent properties should be annexed to the City (p. 5-17).
LAFCo standards also direct that urban development within cities is preferred to such
development in unincorporated territory.
Cohesive, comprehensive planning and implementation dictate the proper boundaries in this case.
We understand that the County may have other concerns regarding fiscal issues, and we hope
to work these out with the County in the future. It is our hope that the decision regarding the
proper boundaries of the annexation will be based upon sound land planning principles rather
than peripheral considerations.

on the County's request at this time. As the annexation process continues, City and County staff
will discuss issues related to the annexation. When the time comes for LAFCo to consider the
City's application, we trust the specifics of the City's application will be evaluated for
consistency with applicable policies and standards. Thank you for your continued assistance in
processing the City's annexation proposal.
