My request is that staff evaluate this concept and give input to the Council. PR:ss Attachment NCiI ]c3E R CrC FIN IEF AyTORNEY LERKIiDRIG CHF❑ MGMTTEAM RRIR URBAN DESIGN OVERLAY ZONE July 8, 1994 In light of the EQTF's recommendation to revitalize the South Higuera commercial neighborhood between Marsh Street and Madonna Road, the issue emerges whether other possible revitalization areas exist in the City. The City should consider adopting an Urban Design Overlay Zone and target specific areas in the City where revitalization efforts would be encouraged and where Concept Plans should be developed. Within these Urban Design Overlay Zones the City could encourage the use of various design tools to encourage streetscape, landscape and building facade renovation. The following text should be incorporated into the Land Use Element, establishing this new overlay zone and encouraging the future preparation of Concept Plans to redevelop these important areas of the City. The City could consider hiring consultants to prepare streetscape plans and design guidelines or establish design committees similar to the committee established to create the successful Downtown Plan. The appropriate location in the Land Use Element for including language would be in the "Optional Use and Special Design" areas, page 75 of the PC Draft LUE. The new policy should be as follows: 8.5 Urban Design Overlay Zone Areas The following general areas are designated as Urban Design Overlay Zones which should receive special attention through City-initiated studies. The City shall strive to work with property owners in these areas to develop plans for the redevelopment of these areas as shown in the attached map. The City should work toward developing Concept Plans for these multi-block areas, complete with Design Guidelines, development incentives, and implementation programs. • South Higuera Retail Commercial Area to Madonna Road (with future extension to Prado Road) • Regional Shopping Center area between Madonna Road and Highway 101 s Foothill Road Streetscape • Broad Street Streetscape between Orcutt Road and High Street • Santa Barbara Street from Mitchell Park to the intersection of South and Broad Streets The following tools should be used to encourage revitalization of these areas. ♦ Reduced parking standards ♦ Density incentives to encourage building, facade and landscape renovation ♦ Possible exemptions from development review requirements for landowner participation ♦ Establish a revolving loan fund or other financing tools for facade/landscape renovation ♦ Exemptions from City development review fees W FAM II. � t v . . .
