RECOMMENDATION S
1.Conduct a public hearing on the 2011-12 Federal Transit Administration Program o f
Projects .
2.As recommended by the San Luis Obispo Urbanized Area Technical Committee, adopt th e
proposed FY 2011-12 Program of Projects and appropriate $1,318,592 in Federal Transi t
Administration grant funding for 2011-12 into the SLO Transit budget .
3.Adopt a resolution authorizing the Public Works Director to file a grant application an d
execute a grant agreement with the Federal Transit Administration for a total of $3,087,983 .
DISCUSSIO N
Backgroun d
The Federal Transit Administration requires that each recognized Urbanized Zone Area mus t
review and authorize a Program of Projects on an annual basis . Since the 1990 census, the City o f
San Luis Obispo has been classified as an Urbanized Zone Area by the Federal government and i s
eligible to receive Federal Transit Administration grants for transit operating and capital assistance .
To apply for these grants, the City must complete the following on an annual basis :
1.Publish the Program of Projects (POP);
2.Seek approval by the San Luis Obispo Urbanized Zone Area (SLO UZA) Technica l
Committee ;
3.Hold a public hearing on the proposed POP for Federal transit assistance ;
4.Adopt a resolution authorizing the Public Works Director to file a grant application an d
execute the grant agreement, and ;
5.Forward the approved POP to San Luis Obispo Council of Governments (SLOCOG) fo r
review and amendment into the Federal Transportation Improvement Program (FTIP).
The 2011-12 POP was published in the Tribune on January 21, 2012 (Exhibit A, Attachment 2) an d
this item fulfills the requirement to hold a public hearing to review the projects .
Program of Project s
As required by the Federal Transit Administration, all transit operators within the Urbanized Zon e
Area must execute a Memorandum of Understanding formalizing how the funds will be mad e

available to eligible transit operators . The current MOU was adopted by Council in 2003 . The SL O
UZA Technical Committee (Committee) comprised of the City of San Luis Obispo, San Lui s
Obispo Regional Transit Authority (SLORTA), the Air Pollution Control District, and the San Lui s
Obispo Council of Governments (SLOCOG), met to review, rank and approve the 2011-12 gran t
requests on January 4, 2012 as listed in Table 1 .
2011-12 Federal Fundin g
The planning estimate used by the Committee for the 2011-12 fiscal year was $1,719,392, whic h
included the Federal apportionment for both SLO Transit and SLORTA . The approved funding i s
allocated directly to small-urban transit systems (like SLO Transit and SLORTA) that out-perfor m
their larger urban counterparts in one or more performance measures under the Small Transi t
Intensive Cities (STIC) program . The performance measures and funding levels are calculated
annually by the Federal Transit Administration using the most current information in the Nationa l
Transit Database . These competitive performance measure categories include :
•passenger miles per vehicle revenue-mil e
•passenger miles per vehicle revenue-hou r
•vehicle revenue-miles per capit a
•vehicle revenue-hours per capit a
•passenger miles per capita, an d
•passengers per capita .
This year, because of the strong performance of the two transit providers in our area, all si x
performance measure categories, as listed above, were exceeded . This outstanding performanc e
resulted in an estimated $720,000 in additional funding available to SLO Transit and SLORTA t o
be programmed as part of the Federal apportionment for our area .
The Committee agreed to allocate Federal funding of $999,392, plus the STIC apportionment o f
$319,200, to SLO Transit for a total amount of $1,318,592 . Approximately $400,800 was allocate d
to SLORTA, for a total Program of Projects amount of $1,719,392 . These amounts are reflecte d
below in Table 1 .

As part of the Committee's review process, it was agreed that some projects are discretionary i n
nature and might need to be deferred if the final Federal apportionment amount (due later this year )
is lower than the projected fund amount . If the final Federal apportionment comes in higher tha n
projected, the excess funding may be carried over to next fiscal year programming process o r
programmed into existing projects . Any revisions associated with new projects or increased fun d
amounts will require an amendment .
Program of Project Detail s
The 2011-12 Program of Projects include the following individual services and projects :
1.SLO Transit Operating Assistance for 2011-2012 .The $1,124,563 in Federal funding i s
essential to SLO Transit and will help fund transit operating expenses . SLO Transit is limited i n
its ability to program Federal dollars for transit operating expenses to a maximum of fift y
percent (50%) of the net operating cost after all other revenues have been subtracted . The local
match must meet, or exceed, the Federal requirement for a 50/50 match ratio . The $1,731,891 i n
local match projected for operating assistance will come from State funding sources such a s
Transportation Development Act, the Local Transportation Fund, the State Transit Assistance Fun d
and local transit farebox revenues that are already programmed in the 2011-12 SLO Transi t
Budget . Operating assistance provides funding support for purchased transportation, fuel, contrac t
services, marketing, staffing and other operating expenses .
2.Preventative Maintenance :The $150,000 in Federal funding needs to have a $37,500 loca l
match requirement . The local match for this project will come from available State fundin g
already received . This project will fund the eligible activities, supplies, materials, labor ,
services, and associated costs required to preserve or extend the functionality and serviceabilit y
for vehicles and non-vehicle maintenance . These maintenance expenses are eligible to be pai d
for by Federal funding .
3.Capital Project Augmentation :The $44,029 of additional Federal funding will allow for th e
augmentation of a bus replacement capital project . This vehicle replacement project wa s
approved during the Program of Projects process last year, but replacement deferred when th e
Federal apportionments were reduced . On September 18, 2007, Council approved the purchas e
of buses through an existing Federally approved Implicit Cooperative Procurement Pilo t
Program (ICPPP). This additional funding will augment the existing capital bus replacemen t
project (Specification No . 91086) and allow for vehicle replacement . Staff anticipates purchas e
and delivery of this bus in early 2013 .
4.SLORTA Projects :This funding will provide $300,000 in supplemental funds for SLORTA's
Paratransit operations and $100,800 for Paratransit vehicle replacement .
CONCURRENCE S
The SLO UZA Technical Committee approved the recommended 2011-12 FY Program of Project s
on January 4, 2012 .

The Mass Transportation Committee (MTC) reviewed the Program of Projects at its January 11 ,
2012 meeting . The MTC advisory body's recommended action and draft minutes regarding th e
2011-12 FY Program of Projects are included as Attachment 1 .
The SLOCOG Board held a public hearing on February 1, 2012 and approved the Federa l
Transportation Improvement Program (FTIP) Amendment #13 . (Agenda item A-2) This amendmen t
designates the SLO UZA Program of Projects as new Federal revenue for inclusion into the existin g
2011 FTIP .
FISCAL IMPAC T
There are no fiscal impacts to the General Fund as part of the approval of the 2011-12 Program o f
Projects . The projected 2011-12 Federal and State funding apportionments, as well as SLO Transit's
service revenues, are expected to meet anticipated operating and capital expenditures . Shoul d
Federal or State funding apportionments be reduced, staff will return to Council with recommende d
budget augmentations .
ALTERNATIV E
Deny Resolution Adoption .The City Council could chose not to adopt the resolution required t o
file a grant application or appropriate the Federal funding apportionment for the 2011-12 Progra m
of Projects . Staff does not recommend this alternative as this would leave the Transit Enterpris e
fund with insufficient revenues to cover expenses in the 2011-12 fiscal year .

CALL TO ORDER :
Chairperson Elizabeth Thyne called the meeting to order at 2 :50 p .m .

PUBLIC COMMENT S
Jan Marx, SLO Mayor, thanked the MTC for their time and service . She discussed th e
Downtown Transit Center's problems with issues such as excessive loitering, alcohol ,
smoking, and fighting occurring within the shelter . She felt the improper behavior of a
few abusers was deterring from public use of the shelter and/or the transit system .
Mark Keenan, First Transit representative, discussed the DTC issues and also simila r
problems at the Prado Road shelter . He shared a strong concern for passengers an d
drivers and cited many instances when the police have been called .
Ms . Thyne noted there was a loitering issue at the Scolari's shelter bus stop as well .
Mr. Webster noted that a staff meeting was set for January 18 th to discuss possibl e
solutions to address on the issues of improper behavior and that SLO PD representative s
would be attending . He reported that the DTA downtown/parking structure patrol wil l
now include a sweep of the DTC, but acknowledged enforcement of the ordinance rule s
was lacking, due to insufficient funding available for patrolling .

Mr. Yucikas felt that there were a myriad of policies in place to address these problem s
and enforcement was the key . He also suggested that the proposed Consolidated Transi t
Center might mitigate some of the obvious issues .
Mr . Webster suggested ways of finding some additional funds to increase specific DT C
patrols such as seeking STA discretionary from SLOCOG for operations funding .
Mr . Yucikas moved to put said discussion item on the next agenda for further review an d
input . Mr . Apruzzese seconded the motion .
The motion passed unanimously .
Fred Munroe discussed the senior and/or disabled associations that were interested i n
volunteering and learning more about transit to increase ridership of those populations .
He presented some promotional material samples .

Mr . Katz moved to approve the November 9, 2011 meeting minutes as submitted . Mr .
Apruzzese seconded the motion .

C.ACTION ITEMS
C-1 . SLO Transit FY 2011-12 Program of Projects (POP)
Mr . Webster discussed the annual projects ranking tentatively set to go before Council o n
February 21, 2012 . He noted that since the 1990 census, the City of San Luis Obispo ha s
been classified as an Urbanized Zone Area by the federal government and is eligible t o
receive Federal Transit Administration (FTA) grants for transit operating and capita l
assistance .
He noted that the apportionment estimate for the SLO UZA for this fiscal year i s
approximately $1,719,382 and discussed the category breakdowns, various projects an d
outlining the process to move towards approval of the draft POP and its funding . He als o
noted that the final POP might have to be revised depending on the final FTA

apportionment and that some discretionary projects might have to be deferred or reduce d
in scope .
Mr. Katz moved to recommend that Council approve the draft POP as submitted . Mr .
Yucikas seconded the motion .
The motion passed unanimously .
C-2 . SLO Transit O/M Agreement with First Transi t
Mr . Webster reported that a tentative agreement had been reached for a 1- year option i n
FY 2012-13 with First Transit Inc . for the operations and maintenance contract for SL O
Transit and represented a 4 .22% over FY 2011-12 . He noted that there were three optio n
years left on the contract before it has to go out to bid again . He also discussed the
possibility of contracting out the operations and maintenance of SLO Transit to SLORT A
and that they have a new Executive Director arriving later this month .
Mr . Apruzzese moved to recommend that Council approve the draft agreement a s
submitted . Mr . Katz seconded the motion .
The motion passed unanimously .

Mr . Webster presented highlight discussion on the reports as presented .
He reported that system ridership was continuing to increase and that we are on track t o
exceed the record set in FY 2010-11 of 1,045,000 riders and that the next milestone o f
1 .1 million passengers certainly seemed within reach .
MEMBER COMMENT S
Ms . Justice had questions regarding the SLO Parking fund and the propose d
Palm/Nipomo parking structure and if it would have any impact on transit funding . Mr .
Webster noted that both the parking and transit were "Enterprise" funds but transit onl y
receives funding for the Downtown Access Pass (DAP) from the parking fund and woul d
not be affected by this project .
Mr . Yucikas felt the traffic at Los Osos Valley Road and Madonna Road had becom e
very heavy and was concerned that the increase was being monitored . Mr . Webste r

suggested that Mr . Yucikas contact Jake Hudson in the PW traffic division to bette r
discuss and comment regarding the Circulation planning .
Mr . Yucikas mentioned that new paint scheme that replaced the art bus style on one o f
the 2001 models looked very good . Mr . Webster noted that since two side panels on th e
bus had been damaged in an accident it seemed like a good time to consider rebranding t o
the new paint scheme instead of trying to match the art bus paint style . He also noted tha t
the two remaining art bus models may also be upgraded to the new paint scheme whe n
funding becomes available .
Mr . Apruzzese asked about the status of the marketing meetings with Cal Poly students i n
February and Mr . Webster stated that he would send out an email on the dates and time s
for the ad hoc committee meetings . There was some discussion regarding quorum issue s
if all members attended the Cal Poly meeting and Mr . Webster noted it might be easie r
just to post as a public meeting but would confer with the city legal staff on the bes t
approach .
The meeting adjourned at 4 :45 p .m . to the regular meeting March 14, 2012 at 2 :45 p .m .

APPLICATION WITH THE FEDERAL TRANSIT ADMINISTRATIO N
WHEREAS,the Federal Transit Administration has been delegated authority to awar d
federal financial assistance for a transportation project ; an d
WHEREAS,a grant of federal assistance will impose certain obligations upon the Cit y
of San Luis Obispo and may require the City of San Luis Obispo provide the local share o f
project costs ; an d
WHEREAS,the City of San Luis Obispo has or will provide all annual certifications and
assurances to the Federal Transit Administration required for the project .
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Lui s
Obispo as follows :
SECTION 1 .The City of San Luis Obispo is an eligible recipient as defined by 4 9
U .S .C . 5307, 5336j, and 5340 .
SECTION 2. The Public Works Director is authorized to execute and file an applicatio n
for federal assistance on behalf of the City of San Luis Obispo with the Federal Transi t
Administration for federal assistance authorized by 49 U .S .C . Chapter 53, Title 23, United State s
Code and other federal statutes authorizing a project administered by the Federal Transi t
Administration .
SECTION 3 .The Public Works Director is authorized to execute and file with th e
application the annual certifications, assurances, and other documents the Federal Transi t
Administration requires before awarding a federal assistance grant .
