HomeMy WebLinkAboutItem 6c - 2026 Annual Appointments to City Advisory Bodies Item 6c Department: Administration Cost Center: 1021 For Agenda of: 6/16/2026 Placement: Consent Estimated Time: N/A FROM: Greg Hermann, Deputy City Manager Prepared By: Sara Armas, Deputy City Clerk SUBJECT: 2026 ANNUAL APPOINTMENTS TO CITY ADVISORY BODIES RECOMMENDATION As recommended by the Council Liaison Subcommittees, make appointments to the City of San Luis Obispo’s Advisory Bodies as set forth below and continue to recruit for any unfilled vacant positions. POLICY CONTEXT The Advisory Body Handbook outlines the recruitment procedures, membership requirements, and term limits for City Advisory Bodies. Also contained in the Advisory Body Handbook are the bylaws for all Advisory Bodies, some of which include additional membership requirements. Additionally, the Council Policies and Procedures Manual describes the “Appointment Procedures” and “Process” for Advisory Body appointments. Recruitment and appointment recommendations were performed in conformance with all recruitment procedures, processes, and bylaws found in these resources. California Government Code Section 54972, Local Appointments List (Maddy Act), requires that on or before December 31st of each year, each legislative body shall prepare an appointments list for their boards, commissions and committees whose members serve at the pleasure of the legislative body. This obligation was met and is on -going. DISCUSSION The City has a long history of involving its residents and community members in the business of City government. Holding a position on an Advisory Body provides an opportunity for those interested to participate in the governing of their community under guidelines and procedures established by Council. Following approval by City Council at the February 3, 2026 Regular Meeting, the City now conducts its annual recruitment to fill scheduled vacancies and make new appointments each June, with terms to commence on July 1st. Page 21 of 476 Item 6c This year, the City recruited to fill 32 scheduled and unscheduled Advisory Body positions. The recruitment was conducted between February 5, 2026 through March 29, 2026, and a total of 68 applications were received. Council Liaison Subcommittees reviewed applications and conducted interviews between April and May of 2026. The following recommendations will fill 29 positions across the Advisory Bodies. Note that no vacancies or term conclusions currently exist for the Citizens’ Transportation Advisory Committee or the Investment Oversight Committee. Therefore, no recruitment was held for these Advisory Bodies during this annual recruitment. Council Liaison Subcommittee Recommendations Active Transportation Committee Appoint Lea Brooks and Myesha Thomas to four-year terms commencing July 1, 2026, and expiring June 30, 2030. Additionally, appoint Aidan Wells to assume an unscheduled vacancy, commencing July 1, 2026, and expiring June 30, 2027. Administrative Review Board Appoint Linda Mielke to a three-year term commencing July 1, 2026, and expiring June 30, 2029. Architectural Review Commission Appoint Robert Arens and Charles Gerencser to four-year terms commencing July 1, 2026, and expiring June 30, 2030. Citizens’ Revenue Enhancement Oversight Commission Appoint Jason Brenneman, Vincent Morici, and Christopher Nelson to three-year terms commencing July 1, 2026, and expiring June 30, 2029. Construction Board of Appeals Appoint Kraig Crozier to a four-year term commencing July 1, 2026, and expiring June 30, 2030. Cultural Heritage Committee Appoint Benjamin Arrona and John Tischler to four-year terms commencing July 1, 2026, and expiring June 30, 2030. Additionally, appoint Mayank Singh to assume an unscheduled vacancy, commencing July 1, 2026, and expiring June 30, 2027. Housing Authority Board Appoint Nathan Rubinoff to assume the unscheduled vacancy for the citizen-at-large member, commencing July 1, 2026, and expiring June 30, 2027. Appoint Denise Martinez to assume the unscheduled vacancy for the Tenant Representative position , commencing July 1, 2026, and expiring June 30, 2027. Continue recruitment for the additional vacant citizen-at-large position. Page 22 of 476 Item 6c Human Relations Commission Appoint Catuih Campos to a four-year term commencing July 1, 2026, and expiring June 30, 2030. Mass Transportation Committee Appoint Audrey Lariz to the Alternate Representative position, a four-year term commencing July 1, 2026, and expiring June 30, 2030; and continue recruitment for the vacant Senior Representative position and unscheduled vacant Cal Poly Representative position. Parks & Recreation Commission Appoint Adam Stowe and Yukie Murphy to four-year terms commencing July 1, 2026, and expiring June 30, 2030. Additionally, appoint Lori Bishop to assume an unscheduled vacancy, commencing July 1, 2026, and expiring June 30, 2028. Personnel Board Appoint Chintan Desai to a four-year term commencing July 1, 2026, and expiring June 30, 2030. Planning Commission Appoint Juan Munoz-Morris and Mandi Pickens to four-year terms commencing July 1, 2026, and expiring June 30, 2030. Promotional Coordinating Committee Appoint Dan Fredman and Megan Souza to four-year terms commencing July 1, 2026, and expiring June 30, 2030. Tourism Business Improvement Board Appoint Lori Keller and Clint Pearce to four-year terms commencing July 1, 2026, and expiring June 30, 2030. Additionally, appoint Christopher Morgan to assume an unscheduled vacancy, commencing July 1, 2026, and expiring June 30, 2027. Tree Committee Appoint Gage Willey to a four-year term commencing July 1, 2026, and expiring June 30, 2030. Public Engagement Notices that the City was accepting applications for the above listed Advisory Bodies were posted on the City’s website and communicated via e-notification to City News subscribers; listed in the annual Local Appointments List (Maddy Act, Government Code Section 54972) on the City website and Information Kiosk outside City Hall; and distributed via City social media outlets. Page 23 of 476 Item 6c ENVIRONMENTAL REVIEW The California Environmental Quality Act does not apply to the recommended action in this report, because the action does not constitute a “Project” under CEQA Guidelines Section 15378. Administration of the process is considered in the City Clerk’s annual budget and compensation for Architectural Review Commission and Planning Commission is included in the adopted budget for the Community Development Department. ALTERNATIVES Council could make changes to the recommended appointments or direct staff to re-open recruitment for additional candidates.
