PSDEX Data Sharing Agreement (City of San Luis Obispo Police Department)

To Whom It May Concern:
Pursuant to the California Public Records Act, I hereby request the following records:
This request is focused on Accurint Virtual Crime Center (AVCC) and Public Safety Data Exchange
(PSDEX), both are products of LexisNexis Risk Solutions (LNRS / RELX). We are making this request
because we found evidence that your agency likely uses, has access to, or contributes data to AVCC
(directly or indirectly). If your agency has no relationship with these products, please tell us so.
We are seeking records that indicate whether your agency contributes data to AVCC/PSDEX, and if so,
what other agencies have access to that data.
--
We are requesting the following records:
1) All signed contracts, addendums, amendments, or agreements between your agency and LexisNexis
that are currently in effect or were in effect at any point between 1/1/2020 and the date this request is
fulfilled.
\[CONTEXT\] Common documents include "AVCC XML Addendum" / "Schedule A" / "Master Terms &
Conditions" / "sub-agency agreements" / "joinder agreements" or other similar agreements. If your
agency contributes data or gets AVCC access through a consortium or fusion center, please include the
MOU or similar agreement outlining that AVCC relationship.
2) AVCC Usage Logs.
- 2.A) If your agency shares data with AVCC/PSDEX, please provide query logs of who has accessed your
agency's data and what reason/case number they provided while searching your agency's records. We
understand some of these reports are generated by LexisNexis rather than stored locally; please include
any such report your agency has received or can obtain. Please provide in CSV or XLSX format where
available. If you are unable to see logs of how your agency's data is used by other agencies within AVCC,
please indicate so.
3) AVCC Configuration:
- 3.A) Agency Configuration Page: A printout of your agency's AVCC configuration page. Please include
the full page, including any other agencies listed on the same page. Example Screenshot:

1
- 3.B) Configuration Explainer Documents: Typically documents with details on what data LexisNexis
recommends that you contribute, and what they recommend you exclude. Sometimes this may be called
"FAQs and FYIs for Exclusions", or may include integration suggestions for an interface with your
RMS/JMS/CAD systems.
--
PRIORITY: The two most important documents we seek are your signed AVCC XML Addendum and 3.A. -
The AVCC agency configuration page printout.
SEARCH TERMS: To aid in your search, we recommend the following search terms: "AVCC" "Accurint"
"PSDEX" "Public Safety Data Exchange" "Public Safety Marketplace" and "Accurint Virtual Crime Center"
The requested documents will be made available to the general public, and this request is not being
made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance
of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available
or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your
response to this request within 10 calendar days, as the statute requires.
Sincerely,
Shawn Segal
