CAO RECOMMENDATION: By motion, 1) Approve specifications for 111994 Street Chip Seal Coat Project, Specification. No. 94-21" 2) Authorize staff to advertise for bids 3) Authorize the CAO to award the contract if the lowest responsible bid is within the budget. DISCUSSION: Every year as part of the City's Pavement Management program, the City contracts for the Chip Sealing of some of its streets. This is done to prolong the life of the existing pavement, thereby delaying the need to completely reconstruct streets. This project will cover approximately six miles of City streets with chip seal coating and new lane lines. The Pavement Management Plan calls for ten miles of street to be chip sealed each year. The reduction in miles of streets to be chip sealed, determined during budget hearings, will increase the eight year cycle of sealing to a 9.2 year cycle. The City will be applying a top coat this year to reduce the complaints resulting from loose chips on the streets. CONCURRENCES: Community Development Department has given this project a categorical exemption. FISCAL IMPACT: The Financial Plan FY 1994-95 budget provides $143, 000 in the Pavement Maintenance Operating Budget (page D-59) for this project. Henderson 4w%A Utilities Di for Water Division Manager SUBJECT: Amendment No. 5 to Corps of Engineers License for Salinas Reservoir CAO RECOMMENDATION: Approve Amendment No. 5 and authorize the mayor to sign the amendment between the City of San Luis Obispo and the U.S. Army Corps of Engineers. BACKGROUND: The Salinas Dam was built in 1941 by the Department of War (now the U.S. Army Corps of Engineers) to supply water for Camp San Luis Obispo. The available water supply was never fully utilized by the U.S. Government and therefore the City of San Luis Obispo was granted a license from the Corps in 1944 to connect to the Army pipeline to utilize excess available water from the Salinas Reservoir. The conditions and terms of the license have been amended four times since the original license was issued. Amendment No. 5 extends the termination date to December 16, 1998, all other terms of the license remain unchanged. FISCAL IMPACT: There is no additional fiscal impact above the current costs. The City pays for all the operation and maintenance costs associated with water supplied to the City of San Luis Obispo's Water Treatment Plant.
