None. STUDY SESSION ► 1. URBAN WATER MANAGEMENT PLAN (MOSS/517 - 3 hrs.) Consideration of Water Conservation Program analysis and other related issues regarding the Urban Water Management Plan. ♦ RECOMMENDATION: By motion, receive report regarding changes and additions to the March 1994 draft of the Urban Water Management Plan and provide staff direction. 1 Council Agenda Wednesday, July 20, 1994 *MOSS FINAL ACTION: Received report and gave direction to staff to return with an Urban Water Management Plan to reflect the following: 1. Endorse 145 gallons per person per day as the water use rate to project future water demand (5-0)• 2. Continue to require new development to retrofit until 100% completion of the retrofit component of the water conservation program is complete or until a new water supply project construction is initiated;and a 2 to 1 offset ratio be endorsed and when adopted remain in effect until one of the previously mentioned conditions is achieved (3-2, PR-no and DR-no). 3. Hold in reserve sufficient water supplies for intensification and infill development within existing City limits as of July 1994; and recover cost for new water supplies necessary for development through impact fees (Alternative 2) (5-0). 4. Leave the Water and Wastewater Management Element in the General Plan (5-0). 5. Directed staff to explore methods to guarantee safety of water reserves for SLO (5-0).
