We have our next Student Behavior - Neighborhood Challenges meeting on the
calendar December 17th.
At the most recent meeting (Sept. 3, 2025), we were able to better understand
from the city some of the areas with a higher concentration of calls and Cal Poly
went over progress we've made to date on our action items from the July meeting
(included below). We are hoping the main focus at this upcoming meeting will be
on better understanding the research and progress made on the city side
(highlighted below).

chapter facility, or a venue under third party management that is not legally
associated with the chapter in any capacity ("third-party venue").
**We recommend that you check with your landlord and the City of SLO zoning
requirements if the residence that you have chosen is allowed to host
Fraternity/Sorority events. Here is a zoning map for more

6) There has been talk that there is information missing that the city might need from Cal
Poly regarding Greek life addresses? Can you speak on this and whether it is true?
The state passed Assembly Bill 524, known as the Campus-Recognized Sorority
and Fraternity Transparency Act, in 2022. This Assembly Bill added sections 66310-
66312 of the Education Code which, in part, mandated Cal Poly to require all
campus-recognized sororities and fraternities to annually submit the “location, date,
and time” of all sanctioned events held by the organizations. The bill also required
that Cal Poly publish a publicly accessible report that shared this information. The
first report released in 2023 included specific addresses listed under each
fraternity/sorority for every sanctioned event that took place during the 2022-2023
academic year.
The Fraternity & Sorority Life Office(FSLO) was tasked with the creating a process
to collect information about sanctioned events and generated an Event Registration
Procedure(ERP) in which fraternities/sororities must comply. The first iteration of the
ERP required that all satellite houses be registered at the beginning of every
quarter. During the time in which the first version of the ERP was active, the FSLO
maintained a list of satellite houses that they initially shared with the city. Based on
the provided list of satellite locations and the reported locations of sanctioned events
published in the first AB 524 report, the city was able to administratively determine
which locations were operating as fraternities in violation of San Luis Obispo
Municipal Code. Violation Notices were sent accordingly.
After the initial enforcement effort, the addresses listed in the AB 524 report, and all
subsequent AB 524 reports, were removed and the FSLO now only lists the
locations that sanctioned events took place as “San Luis Obispo, CA”. Additionally,
the ERP was modified to no longer require satellite house locations to be disclosed
to the FSLO. The FLSO still collects specific locations in which events occurs,
however, they do not report them on the AB 524 report, citing privacy concerns from
students and alignment with how other CSU’s report (Agenda Correspondence from
C. Kienow). These changes to how information is collected and reported eliminate
the city’s ability to administratively determine if violations have occurred. The city
now must try and collect evidence such as social media posts and perform
inspections and interviews to determine if a sanctioned event has taken place. If we
are unable to show evidence of a sanctioned event, we are unable to move forward
with a violation. This has proven more difficult over the past few years as
fraternities/sororities have developed methods to prevent the general public from
knowing where events may take place.
The city has also made more recent attempts to request information about possible
sanctioned events. The Code Enforcement division emailed a list of addresses that
were reported as holding possible events and requested from the FSLO the name of
any organizations, and the date/time of any sanctioned event associated with the list
of addresses. This email was transformed into a formal Public Records Act request
and officially denied, providing a determination that the information did not constitute
public records (see attached).
The city continues to respond to complaints regarding unpermitted fraternities and
has recently engaged in proactive efforts during the most recent recruitment events
(RUSH). Identifying these locations is a labor-intensive effort that would be
significantly reduced if the addresses in which events are registered, housed by the
FLSO, were shared with city staff.

Dear Timmi Tway,
My name is Katy Clark and I am working with fellow reporter Fiona Hastings on a story
about the Grand Jury investigation, including fraternities and their houses and the
relationship to the city. John Mezzapesa connected us to you and we wanted to ask you
some questions regarding this issue. Here are the questions we have below and we hope
to hear from you!
1) How many conditional use permits in the city of San Luis Obispo are there for
fraternities?
There are four for Fraternities that are currently valid and in use that I am aware of
2) What issues have you seen in the enforcement of these conditional use permits?
- From the City perspective the issue is that fraternity and sororities that operate under
the use permits violate the conditions of approval, which leads to enforcement by the
City.
Why do you think long term residents have issues with how fraternities are operating in
the city?
From the complaints that the City has received, issues that are brought up by
residents mainly relate to noise, gatherings, and parties. This is what has led to
the revocation of use permits by the City.
These issues cited in the Grand Jury Report we are referring to are “disruptive activities
associated with college students,” which included excessive noise during late hours,
unauthorized fraternity houses operating in zoning-restricted residential areas and large,
unsanctioned street parties that escalate into public disturbances, injuries and property
damages."(From Grand jury report).
3) Is there a current problem with satellite housing in R1 and R2 zones? That is houses in
these zones acting as fraternity houses without a permit?
- the city has received a number of complaints about houses operating as fraternities
and hosting fraternity events in R1 and R2 zones. This is not allowed per the zoning code,
and the City has issued a number of Notices of Violation to these houses, when
violations are confirmed.
4) What steps is the city taking to resolve this issue?
- The City is doing a number of things, I would refer you to the City’s response to the
Grand Jury report that went before the City Council in September, where they are all
outlined. In short, the City is seeking to educate landlords and students about what the
regulations are, and is also enforcing violations of the zoning code. In addition the City is
working with Cal Poly to address the issue.
5) How are conditional use permits enforced?
- Conditional use permits are enforced on a complaint basis. Many of the permits have
language that require re-review or possible revocation of the permit if violations occur.

All off-campus events with alcohol must be held at a residence**, including a
chapter facility, or a venue under third party management that is not legally
associated with the chapter in any capacity ("third-party venue").
**We recommend that you check with your landlord and the City of SLO zoning
requirements if the residence that you have chosen is allowed to host
Fraternity/Sorority events. Here is a zoning map for more

For all events with alcohol that are located at a third party venue, a copy of the
contract with the chapter and event management company or third party
venue must be submitted with the party registration.
