SUBJECT: Sale of the surplus, Out Of Service, 1977 Van Pelt Fire
Engine, City ID # 7711.
CAO RECOMMENDATION:
Adopt a resolution authorizing the CAO to proceed with the sale of the
1977 Van Pelt Fire Engine to Amigos/USA.
DISCUSSION:
Based on the City of San Luis Obispo's vehicle replacement guidelines
and the recent purchase of the New Pierce Quint, a 1977 Van Pelt fire
engine (city ID #7711) has become a surplus vehicle. This vehicle
would normally be scheduled for auction in the near future. The Fire
Department mechanic has cited several problems with this unit that
would require major expenditures to facilitate bringing this vehicle
back into complete operational status or to make it of any value at
auction. These items include a complete engine and transmission
overhaul, main and auxiliary pump work, tires, paint and body work.
Several pieces of equipment and hardware have been stripped off of
this unit (#7711) and have been placed on a similar type and style
engine to ensure its continued service with the City.
Amigos/USA is a non-profit organization (in association with Rotary
Clubs) designed to assist in the relocation of fire equipment which
has been removed from service in the United States to needy citizens
and Fire Departments in Mexico. The group is made up of Mexican and
U.S. firefighters and was formed after the Mexico City earthquake
pointed out the lack of fire equipment in Mexico. Amigos/USA has
evaluated the 1977 Van Pelt and offered to purchase it for $750. 00
(Attachment #1) . The City has successfully participated in this
program in the past and gained the respect of many communities both in
the United States and Mexico.
Staff recommends that the 1977 Van Pelt Fire Engine be sold to
Amigos/USA for the sum of $750.00 including pick up and delivery.
Other open market sales or auctions may result in slightly more or
less money to the City; but a severe liability problem may have to be
dealt with. Operating this vehicle improperly in California, or the
United States could result in City liability for selling a vehicle not
currently up to DMV standards. However, an .out of the country
sale/donation will minimize this liability exposure.
FISCAL IMPACT:
A cash sale of $750.00 to Amigos/USA will require a one time action by
City staff. Other alternatives will require staff time and the City
would incur additional administrative costs to relocate the vehicle to
a California sales broker or to bring the Engine to auction. Either
of these options would not guarantee that the City would realize a

greater return on the sale of this vehicle. Selling the Van Pelt on
the open market increases the City's liability exposure for misuse of
the vehicle or vehicle failure.
CONCURRENCE:
The City Attorney's office has reviewed the sale as recommended by
staff and concurs that the liability issue is best handled by the out
of country sale. The Finance Department also concurs.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
DECLARING THE 1977 VAN PELT FIRE ENGINE AS SURPLUS PROPERTY
BE IT RESOLVED by the Council of the City of San Luis Obispo as
follows:
SECTION 1. That the City Council hereby declares that the 1977
Van Pelt Fire Engine is surplus property.
SECTION 2. Disposal of the property shall be made by direct sale
to Amigos/USA for the sum of $750. 00 by the City Administrative
Officer.

Subject: Surplus Fire Engine for the Bombero Agencies in Mexico
Dear Chief Neumann:
On behalf of the Palms to Pines Rotary Club of Palm Desert, I am
authorized to complete the purchase of your surplus fire engine
that will be delivered to the Mexicali Fire Chiefs Association
The agreed upon purchase price by our Rotary Club is $--5000: 150"0
The members of our Rotary Club truly appreciate your efforts in
securing this fire engine for a community needing this type of
equipment. The members of the Rotary Club will travel to San Luis
Obispo and pick up the fire engine and deliver it to Mexicali. The
Rotary members are very enthusiastic about this project, as are the
firefighters of Mexico to receive it. Please let me know when we
can come to San Luis Obispo to take delivery of the fire engine.
