Subject:Public Records Request: SLOPD and Courtney Kienow
Dear San Luis Obispo City Records Custodian,
Pursuant to the California Public Records Act, Gov. Code § 7920.000 et seq., I request copies of all
records of communications between San Luis Obispo Police Department Chief Rick Scott and Courtney
Kienow of Cal Poly's President's Office, and between SLOPD employee Christine Wallace and Courtney
Kienow, from January 1, 2023 through the date this request is processed.
This request includes, but is not limited to:
Emails, including attachments;
Text messages, iMessages, SMS messages, and messages sent or received through personal
devices if used to conduct public business;
Communications through messaging applications, including Microsoft Teams, Slack, Signal,
WhatsApp, or similar platforms;
Calendar invitations, meeting requests, meeting notes, agendas, and summaries;
Correspondence forwarded to or received from third parties.
Without limiting the scope of this request, I specifically request communications concerning:
Fraternities and sororities;
Off-campus fraternity or sorority houses;
Fraternity events, rush events, St. Patrick's Day events, or neighborhood impacts;
The San Luis Obispo County Civil Grand Jury, including the 2024-2025 and 2025-2026 Civil
Grand Juries;
Grand Jury interviews, testimony, findings, reports, responses, or recommendations;
Residents for Quality Neighborhoods (RQN);
Neighborhood concerns, complaints, code enforcement, nuisance properties, zoning
enforcement, or public nuisance issues;
The Tribune article published January 05, 2025 by Sadie Dittenber and The Tribune Editorial
published January 21, 2025 regarding illegal fraternity houses;
Communications received from residents, community members, attorneys, elected officials,
law enforcement officials, or members of the public concerning fraternities, neighborhood
impacts, Cal Poly, or related enforcement matters;
Any communications forwarding, discussing, summarizing, or responding to correspondence
from members of the public.

In addition, I request any records reflecting meetings, telephone calls, coffee meetings, lunches,
informal meetings, or other communications between Rick Scott and/or Christine Wallace and Courtney
Kienow, including calendars, scheduling records, agendas, notes, summaries, or follow-up
communications.
If any responsive records are withheld, please identify each withheld record and state the specific
statutory basis for withholding.
If any portion of a record is exempt, please redact only the exempt information and produce the
remainder.
I request the records in electronic format.
