HIAA HIAA HIAA Reasoning HIAA 3:Addressing the needs of communities of color and vulnerable populations (including sheltered and unsheltered homeless populations) that are disproportionately impacted by SUD Please describe, including the populations this activity or program serves: Opioid settlement funds support a County-provided full-time Licensed Psychiatric Technician (LPT) embedded in the City’s Mobile Crisis Unit (MCU). The LPT provides forty hours per week of flexible coverage, partnering with Fire Department responders to deliver direct crisis intervention in the community for individuals experiencing behavioral health emergencies, including substance use disorders (SUD). Services prioritize vulnerable populations—such as unsheltered individuals, those with co-occurring conditions, limited healthcare access, or other socioeconomic barriers—and communities disproportionately impacted by SUD, including communities of color. The LPT delivers trauma-informed, harm-reduction-oriented care, including assessment, medication support, Narcan/naloxone administration, and case management. The role facilitates warm hand-offs to treatment and recovery services, housing, job training, and other wrap-around supports. Outreach includes follow-up with individuals who previously contacted the MCU, engagement with those not requiring immediate in-person response, and coordination with local resources to ensure continuity of care. By integrating behavioral health expertise directly into field response, this activity removes barriers to treatment, addresses social determinants of health, and reduces reliance on emergency departments and the justice system.
