I am also writing to indicate my endorsement of the proposed change from the previously planned Pedestrian Hybrid Beacon (PHB) system to a fully signalized intersection. While the signal may not be the optimal solution, at least not initially while phasing, timing, and control methods are being tested and adjusted, it will be a great improvement for all users as compared to the PHB option. I would like to address a few of the claims on recently posted flyers in and around Meadow/Exposition Park that claim turning vehicles are a safety hazard for pedestrians and cyclists, and will lead to increased pass-through on Woodbridge/Exposition. Turning movements, if properly phased, pose no additional threat to pedestrians or cyclists. The Pedestrian Hybrid Beacon would eliminate an opportunity for residents of King Ct to safely egress as compared to the current condition with the Rectangular Rapid Flashing Beacon (RRFB) system, and deteriorate our already dismal Level of Service “F” at the intersection. The PHB would create longer delays, and shrink the already infrequent gaps in traffic we rely on to leave westbound (a majority of our trips), creating a riskier and less safe movement for other users. Pass through traffic on Woodbridge/Exposition should not increase with the signal option. The potential for added delay on South St with either signal type is likely the same, making either option equally likely to potentially generate pass through on Woodbridge/Exposition. If the PHB advances without modification/accommodation, residents of King Ct will be more likely to utilize Woodbridge/Exposition as the ‘next best’ westbound option, or simply doing a U-turn on South St in front of Meadow Park. Neither of these movements should be considered practical or reasonable, and work against the interests of the flyer’s author.
