Recommendations
1.Adopt a Resolution entitled “A Resolution of the Council of the City of San Luis
Obispo, California, adopting the 2025 Urban Water Management Plan”;
2.Adopt a Resolution entitled “A Resolution of the Council of the City of San Luis
Obispo, California, adopting the 2025 Water Shortage Contingency Plan”;
3.Receive and file the City’s 2026 Water Supply and Demand Assessment; and
4.Find that adoption of the 2025 Urban Water Management Plan and 2025 Water
Shortage Contingency Plan is exempt from CEQA pursuant to State CEQA Guidelines
Section 15282(v) and California Water Code Section 10652, and that receiving and
filing the 2026 Water Supply and Demand Assessment is exempt pursuant to CEQA
Guidelines Section 15061(b)(3).

Three Documents, Three Different Purposes
•2025 Urban Water Management Plan (UWMP): Long-
term supply and demand assessment through 2050 + 5 -
year Drought Risk Assessment.
•2026 Water Supply and Demand Assessment (WSDA):
Examines supply vs. demand for the upcoming fiscal
year.
•2025 Water Shortage Contingency Plan (WSCP):
Outlines the City’s response actions if shortage conditions
occur.
