Consideration of establishing a City Council hearing schedule for consideration of the Draft
General Plan Circulation Element.
♦ RECOMMENDATION: By motion, approve schedule as recommended in the Council Agenda
Report.
FINAL ACTION. Approved (5-0).
► C-3 TERMINATION OF LOCAL EMERGENCY (JORGENSEN)
Consideration of terminating the state of local emergency proclaimed on August 16, 1994 dur
to fire conditions near the City.
♦ RECOMMENDATION: Adopt resolution proclaiming the termination of local emergency.
*JORGENSEN FINAL ACTION: Adopt Resolution No. 8333 (5-0).

♦ RECOMMENDATION: Adopt resolution making environmental determination, adopting a
revised Land Use Element of the General Plan, and approving a guide to zoning consistency.
*JONAS FINAL ACTION: Adopted Resolution No. 8332 (4-1, DR-no) to:
1) Certify the Environmental Impact Report (E1R);
2) Make environmental findings,
3) Adopt the revised Land Use Element as modified, and
4) Approve the guide to zoning consistency.

COMM.1. Council Member Romero requested the Housing Element be scheduled for the
meeting of 9/20/94 (4-1, AS-no).
COMM.2. Mayor Pinard expressed concern regarding the seeding of non-native plants in the
aftermath of the recent fire.
